To ensure appropriate and stable operation of facilities under Saitama Prefecture's designated manager system, a "slide system" will be introduced. This system will reflect the impact of fluctuations exceeding 1% in wage and price level indicators at the time of designated manager selection into the designated management fees for the following fiscal year.
Overview of the Slide System
・Target Facilities All facilities under the designated manager system are targeted.
・Eligible Expenses Personnel costs, outsourced service fees, and utility/fuel costs (Excluding consumption tax and local consumption tax)
・Application Start Time Applies to designated managers whose designated management period begins in fiscal year 2027 or later (designated managers whose designation was announced in fiscal year 2026 or later).
・Basic Concept of the Slide System If wage and price level indicators related to eligible expenses used in the calculation of designated management fees from the second fiscal year onwards of the designated management period show a fluctuation exceeding 1% compared to the application fiscal year, that fluctuation rate will be used to calculate the annual reflection upper limit.
