Precena Strategic Partners Co., Ltd. (Headquarters: Chiyoda-ku, Tokyo; President: Takahisa Takada; hereinafter 'the Company'), which aims to systematize and popularize business skills, has formed a capital alliance with QR Investment Co., Ltd. (Headquarters: Kanazawa, Ishikawa; Representative Director: Tetsunari Matoba; hereinafter 'QR Investment'), an investment company of the CCI Group. The alliance was formed through the disposal of treasury stock by third-party allotment, with the 'QR No. 2 Fund Investment Enterprise Limited Partnership' operated by QR Investment as the underwriter.

Through this capital alliance, the Company will further strengthen its relationship with the CCI Group and further strengthen and accelerate the collaboration system based on the basic agreement concluded in April 2024 with CC Innovation Co., Ltd. (Headquarters: Kanazawa, Ishikawa; hereinafter 'CC Innovation'), a consulting company of the group.

■ Background and purpose of the alliance: Supporting the growth of regional companies based on trust since 2022

Triggered by the relocation of our founder Takada to Ishikawa Prefecture, we concluded a basic business outsourcing agreement with the CCI Group (CC Innovation) in 2022. Since then, we have deepened our relationship of trust by repeatedly discussing and practicing organizational development and human resource development in the Hokuriku region.

Until now, the Company has provided human resource development support mainly to global companies. However, in order to expand value provision to regional companies, which account for the majority of Japanese companies, a deep understanding of management issues and actual conditions peculiar to the region was required.

This capital alliance, based on past collaboration achievements, strongly integrates the Company's 'educational content and mechanisms' with the CCI Group's 'deep knowledge and consulting capabilities for regional companies.' By bringing together their strengths as equal strategic partners, both parties will jointly build a 'human capital management support model' that can be deployed to regional companies nationwide, using the Hokuriku region as a model case.

■ Specific initiatives

1. Joint promotion of training business
We have already provided CC Innovation with some of our problem-solving training kits 'Dried Mango' and 'Teaching Material Modules', but from now on, we will fully link and promote the many teaching material modules held by the Company.
We will build a system where high-quality training can be conducted by our instructors and CC Innovation consultants, supporting the creation of organizations where regional companies can continuously develop human resources while keeping costs down.

2. Wide-area collaboration in Tokyo, Nagoya, Osaka and Asian countries
The scope of collaboration is not limited to the Hokuriku region, but we will also collaborate on mutual project referrals for customers in the Tokyo, Nagoya, and Osaka areas, and support for Japanese companies in Asian countries.
Both the Company and CC Innovation have multiple bases in Asian regions such as Vietnam. We will build a system to comprehensively provide global-standard human resource development and consulting, organizational development, and human resource development services familiar with local conditions to Japanese companies expanding locally.

3. Learning from regional issues and expanding nationwide
Through collaboration with QR Investment and CC Innovation, the Company will learn about the issues faced by regional companies, such as human resource shortages and successor development, and utilize them to improve programs. Based on the know-how and track record cultivated here, we aim to expand to regional companies nationwide in the future, while also collaborating with financial institutions in other regions jointly with CC Innovation.

Takahisa Takada, President and Representative Director, Precena Strategic Partners Co., Ltd.
'I am very honored to have formed a capital alliance with the CCI Group, which is rooted in the regional economy, after several years of collaboration. Since moving to Ishikawa Prefecture, I have been impressed by the underlying strength of regional companies, while at the same time feeling the difficulty of organizational and human resource development in the region. With the help of QR Investment and CC Innovation, I would like to explore what services should look like in line with regional realities and create a new human capital management model for regional companies starting from Hokuriku.'
