In the Tang Dynasty, Zhang Xiaojing (Lei Jiayin) had achieved distinction as a soldier protecting the provinces and became a 'Buliangshuai' (chief of police) who apprehended criminals in Chang'an. However, he was imprisoned as a death row inmate, accused of a certain murder case. One day, Li Bi (Jackson Yee), the head of Jing'an Si, responsible for Chang'an's security, obtains information that a terrorist group called "Wolf Guard" has infiltrated the city.
