About the Published Policy Co-Creation Case Study Collection

PoliPoli's mission is to "contribute to the happy lives of people around the world by continuously creating new political and administrative systems." The company has been working to solve various social issues together with members of parliament, government ministries, local governments, corporations, NPOs, startups, and users.

PoliPoli defines "policy co-creation" as initiatives where diverse stakeholders, including citizens, politicians, ministries, local governments, companies, and NPOs, collaborate to create and advance policies.

This case study collection introduces examples where on-the-ground challenges, voices of those directly affected, and specialized knowledge were delivered to policymakers through the platform developed and operated by PoliPoli, leading to institutional design, budgeting, planning, and reflection in policy documents.

The company aims to continue publicly disclosing the social impact of its business to involve more stakeholders and create greater impact.

1. Overview of Policy Co-Creation Cases

The report includes summaries of 20 out of 26 policy co-creation cases that emerged from initiatives on PoliPoli's platforms, including 'PoliPoli', 'PoliPoli Gov', 'PoliPoli Enterprise', and 'Policy Fund'.

In FY2025, policy co-creation progressed in various forms, including government policies, council materials, local government plans, budgeting, launching parliamentary leagues, and creating spaces for policy dialogue.

The report introduces initiatives that connect stakeholders from different positions, such as NPOs, startups, companies, local governments, and political parties/lawmakers, delivering on-the-ground challenges and voices of those affected to policy formation.

2. Interviews with Policy Stakeholders

The report also includes interviews with lawmakers and supporting organizations who participated in policy co-creation. It describes the awareness of issues that led to policies and the processes through which they advanced, in the words of those involved.

Examples of Policy Co-Creation Cases (Partial):

- Supported the launch of the bipartisan "Young Placeless Parliamentarians' League" based on a proposal from Sankakusha, an NPO supported by 'Policy Fund'.
- Exchanged opinions with the LDP Youth Bureau on policies to open up the future for young people and the current working generation.
- Supported AI-powered policy proposals by the student division of the Democratic Party for the People.
- Collected 7,000 opinions over three years through the "Policy Suggestion Box" with Nippon Ishin no Kai, which were reflected in policies.
- Results of opinion征集 from 'PoliPoli Gov' contributed to the formulation of the Gunma Prefecture Comprehensive Plan.
- Results of opinion征集 from 'PoliPoli Gov' were reflected in Toyama Prefecture's basic concept for community development.
