Through practical experience of accepting refugee youth as industrial workers/community members in depopulated areas of Japan, the organization accumulates empirical data on multilateral institutional adjustments, local government collaboration, and public-private partnerships for inclusive system building, contributing to policy proposals for sustainable refugee acceptance pathways in Japan.
Mobility for Humanity's Policy Proposal
We will conduct high-quality Japanese language education for refugee youth living in developing countries and promote a demonstration project to accept those who pass the examination as industrial workers and local residents in rural areas of Japan. By verifying this as an inclusive mechanism that contributes to multilateral institutional adjustments, collaboration with small-scale local governments, and other foreign residents, we aim to connect it to policy proposals for designing sustainable and mutually beneficial refugee acceptance pathways.

In rural Japan, due to population decline and aging, there is a shortage of people to support industries and daily life. On the other hand, there are young people around the world who have been displaced from their homes, possess the ability to learn and the desire to work, but are denied opportunities for formal employment and movement. We connect the aspirations of refugee youth who want to use their abilities to help others, residents and businesses who want to connect their communities to the next generation, and local governments and administrations who want to protect sustainable local societies. Through collaboration, not division, we will show a new path to jointly open up the future for Japanese regions and the world's youth.

What is the "SoilxPolicy Fund"?
We recruit organizations with expertise in solving social issues in various fields, and Soil commissions research, verification, and document creation for policy proposals. PoliPoli also provides accompanying support for policy proposals (commissioned amount is capped at 5 million yen per organization).
This time, we received applications from 71 organizations, and after document, interview, and presentation screenings by experts, the selected organization was determined.
The commissioning period is from April 2026 to March 2027, and the results will be published on the website, etc., after the commissioning period ends.
