UNIVA is a group that aims to build a "Universal Innovation Ecosystem" where diverse people can co-create value by creating opportunities and mechanisms for people to mix within organizations and society. Currently, in Japanese society facing supply constraints such as population decline, they organize value co-creation by diverse stakeholders, ranging from building "regional value co-creation models" with local players such as companies and schools to transforming social systems through policy co-creation with local and national governments.
UNIVA's Policy Proposal
To achieve a society where diverse people can coexist and co-create, a mechanism for diverse children to safely mix and learn in local schools is indispensable. In this project, to implement inclusive education that assumes diverse children in public elementary and junior high schools nationwide, UNIVA will collaborate with schools, local governments (education boards), and the national government to comprehensively promote model creation, symposiums for community formation, and policy co-creation. The goal is to update the "OS" of schools and communities that support children's learning. In this third year, concrete policy proposals based on practice will be implemented, targeting the next revision of the Curriculum Guidelines, which is expected to be announced in FY2027.

It is an honor to aim for the social implementation of inclusive education together with Soilx Policy Fund. Japanese education has developed with children with disabilities and children without disabilities learning in separate settings, accumulating knowledge on individualized support and instruction, but opportunities for them to meet have been limited. Turning to the current educational environment, where 8.8% of children in regular classes are said to require some form of support, the environment surrounding children and the roles expected of schools continue to diversify and become more complex. Now is the time to update the very "norm" of schools.
To enable the option of inclusive education in Japan's public education system, we will implement model projects in collaboration with national and local governments. We will clarify operational methods under the current system and the reforms required for the system itself, and reflect these in policies, including the next "Curriculum Guidelines," which are the grand design for public education and are currently under discussion for revision. Our goal is sustainable change connected to the future.
Progress of "SoilxPolicy Fund" Phase 1
As the first phase of "SoilxPolicy Fund" (2024), we promoted the realization of inclusive education by updating regular classes. We conducted pilot projects in 3 municipalities and 7 schools and developed on-site programs. We also served as advisors to collaborating municipalities. Furthermore, we held symposiums gathering over 400 education stakeholders nationwide, including mayors, education superintendents, bureaucrats, politicians, NPOs, and school teachers, for knowledge sharing and community building. We continue to make proposals to the Ministry of Education, Culture, Sports, Science and Technology as a member of the Central Education Council, targeting the next revision of the Curriculum Guidelines expected to be announced in FY2027. We also participated in global events, such as discussions with the OECD. Based on on-site verification, we aim for effective policy changes in collaboration with national and local governments.
Saitama Prefecture Toda City (Model Municipality) Education Superintendent visited the Central Education Council's Special Committee for Curriculum Planning for policy proposals.
Held "Futsunohi" (Day of Normal), one of the largest events in the inclusive education field.
