Plus W Inc. implemented an IT and Japanese education program in Pakistan as part of a METI-subsidized project, producing 28 graduates in collaboration with NPO CIRCLE. Three of these graduates have joined Plus W as remote developers starting July 2024 to work on projects for Japanese companies.

Plus W Inc. (Shibuya-ku, Tokyo; CEO: Wakako Sakurai) was selected last year for the JICS subsidy project by the Ministry of Economy, Trade and Industry (METI). Developing High-Level IT Talent in Pakistan Through IT and Japanese Education
Following the selection by METI's JICS subsidy project in 2023, we provided IT and Japanese language education programs in Pakistan from October to December last year. This initiative is backed by the trend where DX (Digital Transformation) has become essential in all business scenes, while the shortage of IT talent is becoming prominent, making the utilization of foreign talent indispensable. Since its founding, our company has maintained exchanges with Pakistan, where IT education is thriving, and has undertaken various initiatives to solve this challenge. Leveraging these experiences, we promoted the 'Demonstration Project for Cultivating High-Level IT Talent Centered on IT, Japanese Language, and Culture in the Human Resource Development Field of Pakistan, and Promoting Their Matching with Japanese Companies' (Subsidized Project).
Program Delivery at Universities
While delivering programs at several top universities, we proceeded with this subsidized project under a strong partnership specifically with an organization called CIRCLE. CIRCLE is an NPO that aims to improve the social status of women in Pakistan through IT technology, receiving support from global companies and organizations such as the Bill & Melinda Gates Foundation. We established a collaborative framework and opened courses for science students enrolled in CIRCLE, primarily those wishing to excel in the IT field, with the ultimate goal of providing employment opportunities.
Overview of the Subsidized Project
Project Name: Demonstration Project for Cultivating High-Level IT Talent Centered on IT, Japanese Language, and Culture in the Human Resource Development Field of Pakistan, and Promoting Their Matching with Japanese Companies

Method: In-person in Pakistan and Online
Content: Lectures on features and technical topics in Japanese IT development focused on expanding job opportunities for backend engineers, along with Japanese language programs specialized for IT scenes.
Achievements of the Subsidized Project
All prescribed programs were completed, and a graduation ceremony was held in Pakistan on June 26 this year. From our company, Umair, Director of the Japan-Pakistan Human Resource Exchange Center, participated, along with executives joining remotely. Guests included Ms. Sadaffe, Founder & CEO of CIRCLE, and Mr. Yamaguchi, Director of the JETRO Karachi office. Despite participating in this program alongside university classes and tackling the acquisition of Japanese—a language often considered difficult for Pakistanis—28 out of 82 participants successfully graduated. While the passing rate is not yet very high, the number of applicants and graduates clearly showed a very high desire and interest in working in Japan. Based on the results of this subsidized project, we plan to continue our collaboration with CIRCLE from this fiscal year onward to produce more talent capable of excelling in Japanese companies.
On the other hand, the following three students participated in the program during their university studies and also interned at our company. After graduating from university at the end of June, they started new careers as our development staff from July, working remotely from Pakistan. In the future, they are scheduled to participate in development projects for major Japanese companies, utilizing the skills acquired in the course in practice. We intend to strengthen such career development support after graduation and plan to assign graduates to even more development projects.
