Lotsful (https://lotsful.jp/), a side job talent matching service operated by Persol Innovation Co., Ltd., Persol Group—whose vision is "Let’s work and smile" (Head Office: Minato-ku, Tokyo; Representative of lotsful Company: Midori Tanaka)—announces today the successful completion of its support for Saitama Prefecture’s (Governor: Motohiro Ohno, https://www.pref.saitama.lg.jp/) fiscal year 2025 (Reiwa 7) DX promotion project. As a cooperating company under the Cabinet Office and Cabinet Secretariat’s "Regional Revitalization Talent Support Program (Digital Specialist / Talent Introduction Type)," Lotsful matched six digital specialists to the prefectural government. The project ran from April 2025 to March 2026, spanning approximately 11 months.

Six Digital Specialists Active in Saitama Prefectural Government’s DX Project in FY2025

Saitama Prefecture has established the "Saitama Digital Transformation Promotion Plan (DX Promotion Plan)" as a mid-to-long-term action guideline for DX. To ensure all employees advance toward DX as one team, the prefecture is progressing through three stages: "Digitization," "Digitalization," and "DX" (※1).

Starting in FY2024 (Reiwa 6), the prefecture has been leveraging digital specialists (side job talent) under the main theme of "Business Process Reform and Citizen Service Enhancement through Digital Technology." This includes advancing the second stage of the DX Promotion Plan—"Digitalization"—and pursuing business process reform by utilizing no-code tools and generative AI to improve operational efficiency and citizen services.

In the FY2025 DX project, a total of six digital specialists (side job talent) were deployed from Lotsful, increasing from the previous year’s five-member team. This expansion strengthened the team structure: two specialists focused on cross-departmental planning, analysis, and policy design for Task Transformation (TX) (※2), while four specialists provided on-site support for departmental business reforms and no-code application development. Specifically, they advanced individual task improvements through business process decomposition, task inventory for digitalization, and support for introducing no-code tools and generative AI. Additionally, they worked on scaling successful case studies and cultivating TX promotion talent to drive and institutionalize organization-wide business transformation.

As a result of two consecutive years of human resource support from FY2024 to FY2025, achievements include the advancement of business reform initiatives, creation of best practices, and broader internal adoption driven by the growth of promotion personnel. Lotsful will continue supporting Saitama Prefecture’s DX projects in FY2026 (Reiwa 8) through collaboration with side job talent.

About the "Regional Revitalization Talent Support Program (Digital Specialists)"

This program, supported by the Cabinet Secretariat’s Headquarters for Creating New Regional Economies and Living Environments and the Cabinet Office’s Regional Revitalization Promotion Office, facilitates matching between local governments striving to solve regional challenges using digital technology and digital specialists with DX expertise and track records. Certified talent introduction agencies select and introduce optimal external DX talent based on each local government’s project needs. When advancing this project as part of the "Regional Revitalization Grant (formerly Digital田园City National Vision Grant)," external talent utilization costs can be included as eligible expenses.

※ Starting in FY2026 (Reiwa 8), the managing organization has been restructured into the "Headquarters for Creating New Regional Economies and Living Environments," and the program has been integrated and streamlined under the name "Regional Revitalization Talent Support Program."
