Background and Objectives of Joining

In our "Mid-term Management Plan FY2028," we have set forth the evolution into a "technology-driven human resources service company" as our management direction and are promoting business and operational design centered on AI (transition to an AI-first business model).

In 2025, we formulated the "PERSOL Group AI Basic Policy" to ethically and effectively utilize AI technology. Under this policy, we emphasize a "human-centric approach" in AI utilization and responsibly determine the domains that should be handled by humans and those that can be entrusted to AI.

Through our membership in AIGA, we aim to further mature our group-wide AI governance in compliance with the association's "AI Governance Action Agenda." We will also actively participate in the association's discussions and future activities. By doing so, we will promote the improvement of AI literacy throughout society, the widespread adoption of safe and secure AI utilization, and the sharing of cross-industry knowledge, thereby contributing to the realization of a society where everyone can work, learn, and grow in their own way.

About the "General Incorporated Association AI Governance Association"

The AI Governance Association (AIGA) was established in 2023 to create a forum where diverse players can discuss the ideal state of AI governance, enabling companies and society to utilize AI with confidence and achieve sustainable growth, against the backdrop of the rapid expansion of AI business applications, growing awareness of associated risks, and rapid changes in domestic and international policy trends. From October 2024, to further expand its activities and strengthen the social implementation of AI governance and collaboration with policymakers, the association transitioned its structure and activities to a general incorporated association.

AIGA brings together leading companies from diverse fields to engage in cross-industry discussions, fostering a common understanding of ideal AI governance for companies and undertaking activities such as policy recommendations.

About the "AI Governance Action Agenda"

This document outlines the values that companies promoting AI business utilization should achieve and the broad framework of actions to be taken to realize them, serving as a common goal for the activities of AIGA and its member companies.

While respecting the basic principles of "a society where human dignity is respected," "a society where people from diverse backgrounds can pursue diverse happiness," and "a sustainable society" as set forth in the government's "AI Society Principles Centered on Humans," it consists of three values emphasized in building AI governance, five items of "AIGA Basic Policy" that serve as the direction for AIGA's activities, and 12 items of "AI Governance Action Plan" that member companies strive to achieve regardless of their current AI utilization and governance status.

PERSOL Group AI Basic Policy

Starting July 2025, the PERSOL Group has formulated the "PERSOL Group AI Basic Policy," the highest standard for AI utilization, to appropriately address the ethical, legal, and social challenges arising from the expanding scope of AI use in business and recent advancements in AI technology.

Moving forward, we will continue to actively utilize AI in accordance with the "PERSOL Group AI Basic Policy" towards the transition to an AI-first business model, contributing to the creation of a sustainable and equitable society by providing services that exceed customer expectations. Furthermore, to promote appropriate AI governance across the group based on this policy, we will establish a cross-group deliberation council to strive for the strengthening of AI governance.
