■ Background

Through its "Specific Health Guidance Service," which began in 2008, PERSOL BUSINESS PROCESS DESIGN has provided guidance for lifestyle improvement to a cumulative total of approximately 90,000 people, supporting the business operations of insurers and the health management of companies. In 2024, the company renewed its services to respond to newly introduced "outcome evaluations" in the "4th Period Specific Health Checkups and Specific Health Guidance"*2. Furthermore, from 2025, it began offering the "Blood Glucose Measurement Plan," which incorporates a continuous glucose monitoring system used in diabetes treatment to promote behavioral change and outcome creation among participants, thereby further strengthening efforts to prevent the onset and severity of lifestyle diseases, including diabetes (an estimated 11 million people*3 are strongly suspected of having diabetes). Saishin Health Insurance Association faced the challenge of a high proportion of members with blood glucose risk among those who underwent health checkups and human dock examinations, which led to the introduction of the "Blood Glucose Measurement Plan."

■ Overview

Supervised by Dr. Soichi Jo (Director of Jo Clinic), a diabetes specialist and instructor, the "Blood Glucose Measurement Plan" provides guidance for lifestyle improvement to individuals at high risk of lifestyle diseases. PERSOL BUSINESS PROCESS DESIGN's registered dietitians conduct individual consultations, phone calls, and emails, utilizing cognitive behavioral therapy methods. During the 3-month support period, participants wear the continuous glucose monitoring system "FreeStyle Libre" for the first two weeks to check blood glucose fluctuations. By understanding the impact of diet and exercise on blood glucose, this forms the foundation for blood glucose control, aiming to prevent diabetes and other conditions. At Saishin Health Insurance Association, members eligible for "aggressive support"*4 based on the results of their specific health checkups chose the "Blood Glucose Measurement Plan." As a result, 43.8% achieved the main outcome evaluation targets of specific health guidance: a 2kg weight reduction and a 2cm waist circumference reduction. For other plans (aggressive support) implemented for our company employees, the achievement rate for similar outcome evaluations was 24.8%, meaning the "Blood Glucose Measurement Plan" achieved nearly double the success rate of other plans. The reasons for the improved achievement rate include the visualization of blood glucose levels through the "FreeStyle Libre" continuous glucose monitoring system, as well as the habituation of recording weight, which led to behavioral changes such as voluntarily adjusting food intake and exercise.

< Comment from Saishin Health Insurance Association >

"We proposed the 'Blood Glucose Measurement Plan' to members with blood glucose risk among those eligible for 'aggressive support.' We initially thought that only around 30% would choose this plan due to wearing a 'continuous glucose monitoring system' on their body, but about half of them selected it, indicating significant interest. Furthermore, the outcome achievement rate from the initial consultation was high, and we intend to continue this plan in the future."

■ Future Outlook

In the "Specific Health Guidance Service," we will further evolve programs that strengthen personalized support based on blood data and other information, allowing participants to engage positively and with conviction. By doing so, we aim to contribute not only to improving the implementation rate of specific health guidance but also to corporate health management.
