PE-BANK, a group company of MCEA Holdings, held a talk event with Hokkaido Electric Power at EZOHUB TOKYO, focusing on 'IT talent acquisition' and 'multi-layered subcontracting' in the Hokkaido area. While the need for DX is increasing, the shortage of IT talent in regional areas is becoming critical. Furthermore, the multi-layered subcontracting structure caused by complex business flows is identified as a challenge affecting project speed, cost, quality, and engineer treatment. Norihisa Takayama, Executive Director of PE-BANK, and Keiji Tamura, General Manager of the Information and Communications Department at Hokkaido Electric Power, exchanged opinions from both the client and contractor perspectives. They discussed the importance of not only hiring full-time employees but also fostering internal talent and creating environments where freelancers can easily contribute. They also emphasized that overcoming the multi-layered structure requires open communication and psychological safety rather than just focusing on the number of layers.
