Payroll Co., Ltd. (Headquarters: Koto-ku, Tokyo; Representative Director and CEO: Tetsuya Yuasa; hereinafter "Payroll"), provider of the payroll calculation service "HR BPaaS," released a new recruitment flow as an optional service on Sunday, March 29, 2026, to reduce the on-site burden on store managers when hiring part-time (P/A) employees.
This service provides an end-to-end solution, starting with an "Application Registration" function where P/A applicants input minimum required information such as date of birth and nationality, followed by a "Recruitment Status Management" function for store managers and supervisors (SVs), and an "Onboarding Information Application" function for successful applicants.
Based on the application information, the system automatically determines whether the applicant is a minor or a foreign national and identifies the necessary documents. By enabling P/A employees to provide information smoothly and accurately, the system reduces the man-hours required for store managers and SVs to make judgments or perform data entry that would otherwise require specialized labor knowledge, thereby supporting an environment where they can focus on their core business of store operations.
Regarding optional services for P/A employees, Payroll plans to release an additional function in April 2026 to support social insurance enrollment and termination eligibility, and will continue to provide ongoing updates.
Overview of the Optional Service
This service consists of the following four functions:
・ Application Registration Function: For P/A Applicants
A function where P/A applicants scan a store-specific QR code to access a dedicated page and input minimum basic information. By registering their name, date of birth, and nationality, the system determines the documents required for submission upon hiring and notifies the applicant.
・ Recruitment Status Management Function: For Store Managers/SVs
A function that allows authorized personnel to register the "pass/fail" or "declined" status of P/A applicants in the system and manage the progress of subsequent onboarding information applications and hiring orders. It prevents missed tasks by allowing sorting by store name and various other conditions.
・ Onboarding Information Application Function: For P/A Applicants A function for successful P/A applicants to apply for information necessary for payroll calculation, such as commuting routes and bank account details. Additionally, minors and foreign nationals can upload images of required documents, a design that prioritizes convenience for P/A employees.
・ Hiring Order Function: For Store Managers/SVs
A function to register the start date and issue an employee ID after confirming that the documents submitted by minors or foreign nationals are in order. It supports compliance with legal requirements for hiring minors and foreign nationals. Furthermore, by limiting the content that store managers and SVs need to enter into the system, it allows them to focus on their core business of maximizing store sales.
2. Recruitment Status Management Function: Applicants can be viewed in a list on the "Store Portal" screen for store managers/SVs. The layout allows for immediate identification of the next required action.
3. Onboarding Information Application Function: The application process is completed in three main steps.
These functions also allow for paper-based applications as an alternative for cases where web-based processing is difficult, with Payroll's BPO center handling receipt and verification. By providing both web and paper options, the service supports store operations across a wide range of business types.
Development Background of the Optional Service
Previously, Payroll provided an optional service that allowed SVs and store managers to perform tasks similar to the hiring order functions used for full-time employees. However, because this required labor knowledge equivalent to that of a headquarters HR/labor affairs representative, it often led to errors in the busy, on-site store environment.
Following numerous requests from customers and detailed interviews regarding the actual situation, we developed this new recruitment flow with the goal of improving operational efficiency by "minimizing the input burden on store managers and SVs as much as possible." This supports an environment where store managers and SVs can reduce labor-related man-hours and focus on their core business of increasing store sales and profits.
Future Expansion of Optional Services
Optional services like this one, which support store operations from behind the scenes, are being developed based on systematic improvement activities rather than as one-off designs.
In addition to improving existing optional services for store operations, we plan to release UI changes and services for social insurance enrollment/termination judgment and associated applications from April 2026 onwards, and will provide updates as they become available.
