"Lavender Festa Kamifurano" to debut "Times Parking Caravan" for parking operations

The Lavender Festa Kamifurano Organizing Committee (Chairperson: Noriko Aono) and Times24 Co., Ltd. (headquartered in Shinagawa Ward, Tokyo; President: Koichi Nishikawa; hereinafter "Times24") will introduce for the first time the mobile parking management service "Times Parking Caravan" for parking operations at "Lavender Festa Kamifurano," to be held in Kamifurano Town, Hokkaido, from July 4 to July 12, 2026.

"Lavender Festa Kamifurano," held at the Hinode Park Lavender Garden in Kamifurano Town, Hokkaido, is a nighttime event that features fantastical illuminations of fully bloomed lavender fields. While Hinode Park, the event venue, normally offers a large parking area free of charge, the parking lot will operate as a paid facility from 5:00 PM to 10:00 PM during the event period—from July 4 to July 12, 2026—to ensure road safety and improve the surrounding environment.

For this event, the mobile parking management service "Times Parking Caravan" will be introduced for the first time.

"Times Parking Caravan" is a mobile parking management service that deploys vehicles equipped with cashless payment terminals, license plate recognition cameras, and power supply units to temporary parking sites, enabling short-term and temporary parking operations in response to event-driven parking demands.

By adopting a camera-based, cashless, pre-payment system, the service streamlines vehicle entry and exit, minimizing the number of personnel required for operations. Additionally, data collected through license plate recognition—including entry/exit patterns, dwell times, and visitor regions—will be aggregated and used to inform operational planning and service improvements in subsequent years.

The Lavender Festa Kamifurano Organizing Committee and Times24 aim to create a more accessible and comfortable environment for event visitors while achieving efficient parking operations, working toward building a sustainable event management framework.
