The Osaka Prefectural Housing Corporation (Headquarters: Chuo-ku, Osaka; President: Ryuichi Yoshimoto; hereafter "the Corporation"), which provides public rental housing "SMALIO" within Osaka Prefecture, has formulated and announced its business plan for fiscal year 2026 today.

The Corporation will promote the effective utilization and diversification of its public rental housing stock and advance redevelopment projects. At the same time, it will enhance housing support and promote DX (Digital Transformation) to advance housing and community development that responds to social challenges such as population decline and an aging society with a declining birthrate.

The business environment is expected to remain challenging due to soaring construction and repair costs, rising interest rates, and the progression of an aging society. However, as an organization that jointly promotes Osaka Prefecture's housing policies, the Corporation aims to fulfill its role as a safety net by promoting fair housing and supplying low-cost, high-quality affordable housing, while also aiming to establish a sustainable and stable management foundation.

Furthermore, as this fiscal year marks the midpoint of the Mid-Term Management Plan (FY2022-FY2031) and the Stock Utilization Plan, a mid-term review will be conducted based on the progress of initiatives to date and changes in the social environment.

Key Initiatives for FY2026

◆New Town Revitalization and Activation (Business Plan P4-P6)

・At the Chayamadai Danchi (Minami-ku, Sakai City), as a leading project complex, we will advance initiatives to solve regional issues and realize a complex where people want to continue living, through consultations with residents and local stakeholders based on the "Chayamadai Concept."

・In the redevelopment project of Kanaoka-Higashi B Danchi (Kita-ku, Sakai City), we will introduce a "pet-friendly housing wing" for the first time in our public rental housing, contributing to regional activation by inviting those who wish to live with pets to enjoy life in the complex.

・At the Kori-Mitsui Danchi (Neyagawa City), we will continue to develop the "Niko Niko no Design" project, a complex revitalization initiative in collaboration with Neyagawa City and Osaka Electro-Communication University, to activate the aging local community and realize community development that nurtures the next generation. Utilizing subsidies from the Ministry of Land, Infrastructure, Transport and Tourism's "Housing Environment Improvement Model Project for the 100-Year Life Era," we will renovate the existing community hall and develop it as a base for community activities.

◆Redevelopment Projects (Business Plan P6, P8)

Construction work will be carried out at Minoh B/C Danchi (Minoh City), Kanaoka-Higashi B Danchi (Kita-ku, Sakai City), and Iguchido B Danchi (Ikeda City). By redeveloping aging complexes, we will create comfortable living spaces that are also environmentally friendly and supply housing where residents can live with peace of mind. We will also hold a redevelopment briefing for the Kanaoka-Higashi I Danchi and commence the redevelopment project.

◆Multi-functionalization of Complexes by Introducing Medical, Nursing, Health, and Childcare Services (Business Plan P6)

In collaboration with the NPO Chura-Cube, we will work on community activation at OPH Sugimoto-cho (Sumiyoshi-ku, Osaka City) through the "Sugimoto-cho Minna Shokudo (Community Canteen)" utilizing a room in the complex, and the "Sugimoto-cho Minna Cafe" utilizing the community hall.

In other complexes as well, we will proceed with studies for diversifying use, such as introducing food and social functions by utilizing existing complex assets like vacant units and community halls. We will transform the complexes from mere "residences" into regional hubs, thereby increasing the overall value of the complexes and leading to sustainable complex management.

◆Improving Tenant Satisfaction and Business Reform through DX Promotion (Business Plan P12, 17)

We will expand the use of the dedicated tenant app to reduce the burden on residents for inquiries, various applications, and repair requests. At the same time, we will work to improve tenant satisfaction by providing special benefits and timely information from the Corporation, thereby strengthening communication.

Furthermore, we will proceed with updating our core system to a cloud-based package and aim for greater efficiency and sophistication of our operations through the use of generative AI and other means.

◆Strengthening the Financial Base (Business Plan P13)

In addition to issuing corporate bonds for institutional investors (wholesale bonds), we plan to newly issue bonds for individual investors (retail bonds), thereby diversifying our fundraising methods and working to strengthen our management foundation.
