This project enables the optimization of costs and the enhancement of business resilience simultaneously by reducing annual operational costs by roughly 20 percent and building a DR (Disaster Recovery) site.
Pal System is a union organization joined by regional co-ops and the Pal System Mutual Aid Consumers' Co-operative Union, comprising approximately 1.7 million household members across Tokyo and 12 prefectures. In recent years, due to the increase in web orders and concentrated access, it had become difficult to expand resources flexibly and sufficiently in their conventional on-premises environment. Seeking a highly scalable foundation that could smoothly accommodate future business expansion, they migrated to the "Oracle Exadata Database Service". By introducing operations that automatically scale CPU resources up or down according to the days and times when member orders increase, they have achieved efficient resource utilization and stable service provision.
This project is a large-scale initiative covering overall systems that provide various internet services, including not only the order sites and apps used by members but also enrollment application forms and document request forms, migrating them from an on-premises environment to the "Oracle Exadata Database Service" on OCI. As a result, stable service delivery with reduced response delays is now possible even during hours of concentrated access. In addition, it has realized a flexible infrastructure that can quickly expand resources even in the event of unexpected traffic spikes, leading to improved peace of mind on the operational front.
Pal System has also introduced "OCI Compute" instances to run web server and application server workloads that support the customer-facing ordering service. Furthermore, considering frequent natural disasters, building a robust BCP (Business Continuity Plan) structure for the IT infrastructure was a critical challenge. By newly establishing a multi-region DR site using the "Oracle Cloud" Tokyo and Osaka regions, they have established a foundation capable of stably providing various internet services even in the event of a disaster.
Moreover, in addition to the system migration, this project was driven by an in-house structure within Pal System's Information Systems Department, covering everything from operational design and build to daily operations. Through the accumulation of skills and know-how within the department, they have established an operational foundation that enables continuous system optimization and service quality improvement. The cost optimization and operational efficiency gained through the cloud shift are expected to contribute to creating investment capacity for future digital initiatives and the utilization of AI and data.
