■ Background: The rapid increase in inbound tourism demands advanced "data utilization"
In 2025, the number of international visitors to Japan recorded a record high of 42.68 million, and local governments and Destination Management Organizations (DMOs) are required to utilize data more advancedly from the perspective of Evidence-Based Policy Making (EBPM). However, on the ground, it has been difficult to grasp the actual flow of international visitors, such as their nationality and travel routes, requiring a lot of effort, making it challenging to apply this information to policy planning.
To solve this problem, OpenTone supported the construction of a dashboard function that can intuitively analyze the flow data of international visitors.
■ What is the "Inbound Foreigner Flow Analysis" dashboard?
The "Inbound Foreigner Flow Analysis" is a dashboard function that visualizes statistical data on the movement and flow of international visitors to Japan through six analytical views. It is provided on DigiPla.
By combining data categorized by 8 nationalities/regions such as Korea, China, Taiwan, ASEAN, and Europe, with data categorized by transportation methods such as airports, ports, railways, and buses, it is possible to grasp inbound trends for each region from multiple perspectives. The dashboard incorporates the following two public statistics:
FF-Data (Foreigner Flow Data): Regional flow data of international visitors to Japan published by the Ministry of Land, Infrastructure, Transport and Tourism

FF-Data includes annual data for 2022 and 2023, and Immigration Control Statistics include data for 2024 and 2025, as well as data for 2019 for comparison with the pre-COVID period.

This dashboard combines two public statistics: FF-Data (Foreigner Flow Data) published by the Ministry of Land, Infrastructure, Transport and Tourism and Immigration Control Statistics from the Ministry of Justice, to visualize the movements of international visitors through six analytical views.
From an overview dashboard that shows the number of visitors by prefecture and their nationality share in a list, to inter-regional flow analysis that visually confirms travel patterns from origin to destination with a flow map, this dashboard allows for an intuitive understanding of the "flow" of international visitors.

[Feature ② Multi-faceted analysis such as nationality, transportation, attributes, and time series achieved with easy operation]
Multiple perspectives such as analysis by nationality, transportation method, traveler attributes, and time-series trends can be switched and analyzed with intuitive screen operations. In addition to precisely understanding "which nationalities of international visitors use which transportation methods, and what their age and gender composition are," it is also possible to grasp the recovery status before and after COVID by setting any year as the comparison base year.
You can also check rankings of entrants by major airports and seaports (including cruise ports) and time-series trends, which can be widely used as supporting data for inbound tourism measures.

[Feature ③ "Analysis Guide" function to support data interpretation on the spot]
The dashboard is equipped with an "Analysis Guide" function that can be displayed on the right side of the screen at all times. Traditional dashboards tend to only present graphs and data, and there were many voices saying, "I can see the numbers, but I don't know how to interpret them."
The Analysis Guide displays the definitions of the main indicators for each graph, key interpretation points, and usage scenarios alongside the screen. This design allows even staff unfamiliar with data analysis to naturally learn how to interpret the graphs.

Prefectural Tourism Department Staff: You can grasp the nationality composition of international visitors to your prefecture and their flow by transportation method, and use this as basis data for next year's inbound promotion plan.

Municipal DMO: You can analyze how visitors to the region flow in from neighboring areas and through what routes, and determine the priority of wide-area collaboration measures and route development.

Tourism Associations / Port Authorities: You can compare cruise ship arrival trends with the flow of international visitors to nearby regions, and consider policies for cruise attraction and reception system development.
