Background: Persistent Falls from High Places

According to the "Overview of Occupational Accidents in Reiwa 7 (2025)" published by the Ministry of Health, Labour and Welfare, the "Construction Industry" recorded the highest number of fatalities among all industries with 214 deaths. Furthermore, when looking at fatalities by type (cause), "Falls and Collapses" accounted for the largest number with 186 cases, topping the list of death causes (※Source: Ministry of Health, Labour and Welfare "Overview of Occupational Accidents in Reiwa 7").

As such, strengthening safety measures for high-altitude work in construction and infrastructure sites remains an urgent social issue.
