The Japan Offsite Construction Association (Representative Director: Toshinari Nagasaka, hereinafter referred to as "the Association") concluded an "Agreement on the Construction of Emergency Housing in Disasters" with Saitama Prefecture and Saitama City on Friday, April 3, Reiwa 8 (2026). This is the eighth agreement concluded by the Association with a prefecture, and its network of cooperation with local governments across the country is steadily expanding. ■ Outline of the Agreement (1) Name of the Agreement Agreement on the Construction of Emergency Housing in Disasters (2) Date of Conclusion Friday, April 3, Reiwa 8 (2026) (3) Parties to the Agreement Saitama Prefecture and Saitama City (4) Contents of the Agreement In the event of a disaster, in response to a request from Saitama Prefecture or Saitama City for the construction of emergency housing, the Association will arrange for housing construction companies among its members and provide other support. ■ Rapid Supply of Emergency Housing Made Possible by Offsite Construction One of the challenges of emergency housing construction is the time required for construction work in a chaotic disaster-stricken area. The offsite construction promoted by the Association is a method in which housing units are pre-produced in a factory and then transported and installed in the affected area. This significantly shortens the on-site process, making it possible to quickly deliver housing of stable quality to disaster victims. In the Noto Peninsula Earthquake of Reiwa 6 (2024), member companies of the Association supplied 261 emergency housing units, demonstrating their mobility and supply capacity. ■ Promoting Agreements with Local Governments Nationwide The Association is currently concluding agreements with multiple prefectures and municipalities regarding emergency housing in disasters, establishing a system that can respond quickly in times of need. Large-scale disasters can occur anytime, anywhere. If you are a local government official who is considering "preparing for the unexpected in your own region," please feel free to contact the Association. We will carefully explain the details of the agreement and the network of member companies. ■ Contact for Local Government and Administrative Officials Japan Offsite Construction Association Secretariat https://offsite.or.jp/contact
