The Japan Association of Male Nurses (location: Tokyo, Representative Director: Kosuke Tsubota, hereinafter referred to as "the Association"), an organization for nurses by nurses, will co-host an introductory support webinar with OPERe Inc. (headquarters: Tokyo, Minato-ku, CEO: Yuka Sawada), which operates the patient communication DX system "Pokesapo." This webinar will address the relaxed staffing standards (1.3x conversion) for the medical office work assistant system additional fee, newly established in the FY2026 medical fee revision.

To calculate this relaxed measure, the utilization of 10 or more types of patient explanation videos is a condition. However, preparing videos and nurses being able to effectively use them are entirely different matters. Have the contents of the videos been shared with nurses before explaining them to patients? Have operations been designed? Reforms not explained to the frontline are detrimental changes.

With the philosophy of "Nursing for Nurses," the Association aims to ensure that nurses are not swayed by the system but can embrace changes through steady introduction steps. Representative Director Tsubota will provide commentary from a frontline perspective.

■ Background: Simply preparing videos for 1.3x conversion will not move the frontline

In the FY2026 medical fee revision, a new measure was established for the medical office work assistant system additional fee: if 10 or more types of patient explanation videos are utilized, one medical office work assistant can be counted as "1.3 people" in the staffing calculation.

While this additional fee is attractive from a hospital management perspective, the Association is concerned about its introduction process. The introduction of videos will undoubtedly change how nurses work. Nevertheless, cases where video preparation and additional fee calculation preparations proceed first, while explanations to nurses and frontline operation design are postponed, are currently occurring in various locations.

There will be no retention in a workplace that feels "the way we work suddenly changed one day." The turning point for whether this revision becomes a "reform" or a "detrimental change" lies in steady introduction steps: nurses understanding the video content, designing patient guidance flows themselves, and utilizing data for improvement.
