NTT DATA Corporation (NTT DATA) announced that its Greenhouse Gas (GHG) emissions visualization platform, "C-Turtle® FE," has seen expanded adoption among regional financial institutions, primarily regional banks and second-tier regional banks. As of June 2026, the number of adopting institutions has grown to 31 financial institution groups and 37 banks (Note 1). This service complies with the PCAF (Note 2) standard, an international benchmark for calculating and disclosing emissions related to financial institutions' investments and loans, and supports the visualization and reduction of financed emissions (Note 3) from investees and borrowers. By utilizing primary data from investees and borrowers, it enables emissions calculations that reflect actual conditions, thereby contributing to the advancement of decarbonization management for regional financial institutions and promoting the GX (Green Transformation) of regional economies.

Background

Towards the realization of carbon neutrality by 2050, companies are required to grasp and reduce their GHG emissions. Regional financial institutions, in particular, are expected to play a role in promoting decarbonization across their regions through dialogue with regional companies they invest in or lend to, in addition to managing their own emissions.

However, many small and medium-sized enterprises (SMEs) often lack the knowledge and resources necessary for emissions calculation and setting reduction targets, increasing the importance of supportive engagement from financial institutions. Against this backdrop, the need for infrastructure that supports not only the grasp and management of emissions from investees and borrowers but also constructive dialogue with regional companies is growing.

"C-Turtle FE," a solution that supports financial institutions in visualizing and reducing financed emissions, is one of the services offered by the GHG emissions visualization platform "C-Turtle" (Note 4). As of April 2026, its adoption has expanded to 31 financial institution groups and 37 banks nationwide, including regional banks and second-tier regional banks.

Furthermore, by linking with "C-Turtle," it enables the grasp and reduction support of emissions not only for investee and borrower companies but also for the entire supply chain, contributing to the realization of a decarbonized society across regions, industries, and supply chains.

Additionally, under certain conditions, NTT DATA will promote the expansion of decarbonization initiatives by providing C-Turtle to SMEs that have business relationships with adopting financial institutions, thereby broadening the base of emissions visualization and decarbonization management efforts. By spreading GX initiatives originating from regional financial institutions nationwide, NTT DATA aims to contribute to the decarbonization of the entire supply chain and the realization of sustainable regional economies.

Generally, Scope 3 emissions are often calculated using "activity volume (scale of corporate activity)" × "emission factor (market average value)," which makes it difficult to reflect a company's reduction efforts. C-Turtle adopts the "Total Emissions Allocation Method," which utilizes measured values (primary data) of emissions from investees, borrowers, and suppliers for Scope 3 calculations, allowing the incorporation of each company's reduction efforts into its own emissions. This clarifies the visualization status of emissions from investees, borrowers, and suppliers, enabling the promotion of GHG emissions calculation and reduction across the supply chain.
