Background
Currently, Nishinomiya City in Hyogo Prefecture operates two incineration facilities for combustible waste. Among them, the incineration facility at the Western Integrated Processing Center was completed in 1997 and, due to aging and other factors, plans are underway to consolidate the facilities.
Facility consolidation is also positioned as a key initiative in Nishinomiya City's "Nishinomiya City Regional Plan for Promoting a Circulating Society (Third Phase)" (planning period: FY2020–FY2026), submitted to the Ministry of the Environment. To promote a circular society, the city requires environmentally conscious waste treatment methods that efficiently recover and utilize energy.

Project Overview
The "Nishinomiya City Western Integrated Processing Center Incineration Facility Development and Operation Project" is a public-private partnership project awarded under the DBO (Design-Build-Operate) model, where private-sector operators are responsible for the entire process from design and construction to operation and maintenance, based on the above background and plans.
Following a comprehensive evaluation general competitive bidding process announced in July 2025, the consortium led by Kanadevia Corporation and including Aisec Corporation, Maeda Corporation, and Japan Kanzei Environmental Service Co., Ltd. was selected as the winning bidder.

Role of Japan Kanzei Environmental Service
Features of the New Facility
The new facility will be developed as an energy recovery-type waste treatment facility equipped with three stoker-type incinerators (total capacity: 432 tons/day). Waste-to-energy power generation will utilize heat generated during incineration. Electricity generated will be used on-site, while surplus power will be effectively utilized through supply to other public facilities and surrounding areas. This contributes to greenhouse gas emission reduction through energy efficiency improvements and renewable energy utilization.
Role of Japan Kanzei Environmental Service
Japan Kanzei Environmental Service will participate as a member of the special purpose company established for this project, "Nishinomiya Environmental Technology Corporation," and will be responsible for facility operation management, power management, and information management.
Japan Kanzei Environmental Service has long focused on the operation and maintenance of public facilities, including water and wastewater treatment plants and waste treatment facilities, and has consistently worked toward stable facility operations and environmental conservation.
In this project, the company will continue to support the stable operation of the new facility and make long-term contributions to Nishinomiya City's goals of greenhouse gas emission reduction and the formation of a circular society.
