Crime Prevention Seminar Explained by a Former Tokyo Metropolitan Police Officer: Preparing for the Latest Criminal Tactics like 'Tokuryu'

The Regional Community Safety Council (Representative Chair: Fumitaka Kohiruimaki) will co-host, on July 10, 2026, a crime prevention seminar for local residents in collaboration with Seiseikai Sakura Clinic (Futtsu City, Chiba Prefecture). The seminar aims to prevent in advance victimization from increasingly common crimes such as fraud, robberies, and those committed by so-called 'Tokuryu' (anonymous, fluid criminal groups).

Background

In recent years, criminal methods have become increasingly sophisticated and organized, with local residents—particularly the elderly—continuing to fall victim. At the same time, medical facilities serve as vital community hubs where many residents gather regularly, supporting not just health but overall daily life.

Recognizing this, the initiative aims to combine 'healthcare' and 'crime prevention' to create a new model of community collaboration that naturally enhances crime awareness within everyday life.

Former Superintendent (Police Sub-Lieutenant), Tokyo Metropolitan Police / International Investigator / Public Security Strategy Analyst

A specialist with 30 years of service as a police officer, operating at the forefront of crisis management. After joining the Tokyo Metropolitan Police in 1993, he served in the bomb disposal unit, then as a Chinese-language interpreter investigator, and later as an international investigator, focusing on firearms and drug crimes, conducting intelligence gathering, undercover operations, and investigations into smuggling cases by overseas organizations. He participated in numerous major incident investigation headquarters, including for murder, robbery, and kidnapping cases.

Since retiring in 2023, he has been actively engaged in lectures, writing, and media appearances to share his police experience with society. He is one of the few experts dedicated to conveying the realities of frontline public security.
