In response to the nationwide increase in truant students and the challenge that approximately 38% of them are not connected to appropriate support (Ministry of Education, Culture, Sports, Science and Technology, FY2022 survey), the Mutsu City Board of Education began a tripartite business collaboration with TOPPAN and NIJIN Co., Ltd., which operates an online school for truancy, in September 2025.
This project, "Mutsukko Metaverse Support Center," provides a "third place" via avatars. It has built a support system where administrative, private, and educational professionals work together to overcome geographical constraints, provide learning support using the digital drill "navima," and apply the attendance recognition system. From September 2024, it also provides places for real-world learning, with 34 schools currently open or planned.
