IR Engineer Education Research Institute will hold a public seminar where participants will consider the causes and countermeasures of accidents based on actual case studies, while learning about how to read SDS (Safety Data Sheets), the basics of laws and regulations, and points of caution on-site.
According to a survey by the Ministry of Health, Labour and Welfare, occupational accidents strongly related to the properties of chemical substances (contact with hazardous materials, explosions, fires, etc.) have remained around 500 cases annually for the past 10 years, showing no decrease. Chemical substance accidents often occur due to a combination of multiple factors, such as basic handling knowledge, understanding of SDS, judgment for disposal and storage, management based on laws and regulations, and the operation of 'hiyari-hatto' (near-miss) incidents.
In this seminar, instead of learning theory first, we aim to acquire fundamental chemical substance management skills that are easy to apply on-site, by organizing causes and countermeasures starting from the question of "why did it happen?" using accident examples.
Seminar Overview
Seminar Name: Basic Chemical Substance Management Learning from Chemical Accident Examples
Format: Online participation via Zoom
Date and Time: Tuesday, June 23, 2026, 11:00-16:00
Fee: 39,600 JPY per person (tax included)
Lecturer: Mr. Koichi Yamamoto (Representative of Yamamoto Professional Engineer & Weather Forecaster Office)
Course Details
Participants will learn the approach to cause analysis and countermeasure planning using actual chemical substance accident cases as material. In the process of examining accident causes and countermeasures, essential points necessary for practical work will be systematically organized, including the properties of chemical substances, basic handling, related laws and regulations, protective equipment, first aid, static electricity countermeasures, etc. The content is designed to be easy for beginners in chemical substance management to attend.
Seminar Program
1. Introduction
2. Accident Examples Caused by Chemical Substances
Accident examples and causes, countermeasures (fatal accidents / chemical burns / poisoning / fires and explosions / delayed onset diseases (occupational cancer, etc.)) / Heinrich's Law / Hiyari-Hatto (near-miss incidents)
3. Basics of Chemical Substance Management
Points to note for purchase and disposal / Points to note during use
Laws and Regulations and Management Based on Laws and Regulations (Poisonous and Deleterious Substances Control Law, Fire Service Act, Industrial Safety and Health Act, Chemical Substances Control Law, etc.) / Prevention of entry into the body and protective equipment / SDS and GHS / First aid for accidents / Static electricity countermeasures
4. Three Controls of Occupational Health
5. About Occupational Accident Prevention
6. Summary of Key Points and Precautions on-site
7. Qualifications related to Chemical Substances
Q&A
Target Audience
Those who handle chemical substances in analysis, testing, or research work (those with little experience)
Those who supervise inexperienced staff
Those who handle chemical substances in manufacturing sites such as chemical factories
Those involved in labor management in Human Resources and General Affairs
Environmental and Safety personnel of business establishments
