The National Institute for Environmental Studies (NIES) Center for Climate Change Adaptation launched the "#AdaptNow" campaign in June 2025 to help each of us prepare for climate change and live comfortably. As a review of the 2025 fiscal year, we have compiled and published the "Climate Change Adaptation Report 2025 for Daily Life" and "Researcher Interview: What Adaptation Measures Should We Take?" which summarize the climate characteristics of 2025, the impacts of climate change already appearing in our daily lives, and adaptation measures.

Climate Change Adaptation Report 2025 for Daily Life

2025 was a year that reaffirmed the impacts of climate change, the intensification of extreme weather, and changes in our daily lives. For example, in early February, Hokkaido and other regions observed the heaviest snowfall on record, while Japan's summer (June-August) recorded the highest average temperature since statistics began. Furthermore, the number of emergency transports due to heatstroke from May to September exceeded 100,000 for the first time, reaching a record high. Additionally, record low rainfall was observed in the Tohoku Japan Sea side and Hokuriku region in July, leading to crop failures due to high temperatures and water shortages associated with these climate changes.

In 2023, in response to record global heatwaves, UN Secretary-General António Guterres warned that "the era of global boiling has arrived." The era when heatwaves and torrential rains become commonplace is not a distant future; it is already affecting our lives now. The importance of "adaptation actions" to prepare for the impacts of climate change and live comfortably in the future is increasing.

These characteristics of the 2025 climate, the impacts of climate change already appearing in our daily lives, and adaptation measures have been compiled and published as the "Climate Change Adaptation Report 2025 for Daily Life" and "Researcher Interview: What Adaptation Measures Should We Take?" as part of activities to broaden support.

This report summarizes the latest knowledge and data, focusing on the following items as a review of the 2025 fiscal year.

1. Summer (June-August) average temperature was the highest on record.

2. Low rainfall in various regions in July. Especially the lowest on record in the Tohoku Japan Sea side and Hokuriku region.

3. Heaviest snowfall on record observed in Hokkaido and other regions in Japan.

4. Record high emergency transports due to heatstroke.

5. Water shortages due to low rainfall.

6. Impact on dietary habits.

Researcher Interview: What "Adaptation" Should We Undertake?

As the importance of adaptation continues to grow, a "Public Opinion Survey on Climate Change" (Source) conducted by the Cabinet Office in 2025 revealed that many people felt the effects of climate change, such as the intensity of summer heat and rainfall. On the other hand, in terms of practical adaptation, while the implementation rate of heatstroke measures is high at 82.1%, a wide range of actions such as checking flood risk and purchasing non-standard vegetables remain at approximately 18% to 40%. Therefore, it is necessary to undertake actions to maintain our lives in the era of global boiling.

In conjunction with the publication of this report, interview articles with five experts from the NIES Center for Climate Change Adaptation on the fields of "heatstroke," "water resources," "sports," "rice," and "ecosystems" have been released, clearly conveying the importance of adaptation based on long-term trends.
