"Renewable Energy without Land": Floating Solar Power Supported by Over 70% as "Good". What are the reasons for its attention?

A nationwide survey conducted jointly by NEXER Co., Ltd. and Ciel Terre Japan Co., Ltd. revealed that over 70% of respondents support floating solar power generation as "good" renewable energy that doesn't use land. However, the recognition of the 2050 carbon neutrality goal itself remained at 23.8%, highlighting the need for public awareness.

## 2050 Carbon Neutrality and Renewable Energy: How much do you know?

Amidst the urgent need for measures against global warming, the Japanese government has set a goal of achieving "carbon neutrality," which means virtually zero greenhouse gas emissions by 2050.

What kind of awareness do ordinary people have towards this ambitious goal, and what initiatives do they expect? Furthermore, what is the evaluation of "floating solar power generation," which has been attracting attention in recent years?

In this context, we conducted a survey jointly with Ciel Terre Japan Co., Ltd., targeting 500 men and women nationwide on "Expectations for 2050 Carbon Neutrality and Renewable Energy."

### "Survey on Expectations for 2050 Carbon Neutrality and Renewable Energy" Overview

Survey Method: Internet questionnaire
Survey Period: April 2, 2026 - April 8, 2026
Target Respondents: Men and women nationwide
Valid Responses: 500 samples

Questions:
- Question 1: Are you aware that Japan aims for "2050 Carbon Neutrality (virtually zero greenhouse gas emissions)"?
- Question 2: What do you think is the most important initiative for achieving carbon neutrality?
- Question 3: Please tell us the reason.
- Question 4: What are your expectations regarding the expansion of renewable energy introduction? (Multiple answers allowed)
- Question 5: What do you think about floating solar power generation gaining attention as "renewable energy that doesn't use land"?
- Question 6: Please tell us the reason.
- Question 7: What do you think individuals can do to achieve carbon neutrality? (Multiple answers allowed)
- Question 8: Are you actually doing anything?
- Question 9: Please tell us what you are practicing.

### 76.2% responded that they "do not know" about the carbon neutrality goal

First, we asked whether they were aware that Japan aims for "2050 Carbon Neutrality (virtually zero greenhouse gas emissions)."

As a result, 23.8% said "yes" and 76.2% said "no."

Despite being a major goal set by the government, public penetration seems insufficient.

In promoting decarbonization efforts, it seems necessary to first improve this low recognition.

### 31.0% responded that "expansion of renewable energy introduction" is the most important

Next, we asked about the most important initiative for achieving carbon neutrality.

The most common response was "expansion of renewable energy introduction" at 31.0%.

This was followed by "review of individual lifestyles" at 11.2%, and "promotion of energy saving" and "promotion of waste reduction/recycling" both at 10.8%.

The expansion of renewable energy introduction significantly outranked other options.

This suggests that many people believe that the conversion to energy sources replacing fossil fuels is the most effective way to achieve carbon neutrality.

We asked for reasons for each response, and here are some examples:

**Those who responded "expansion of renewable energy introduction":**
- Because resources are not infinite. (Male, 30s)
- I think things that can be recycled should be properly reused. (Female, 30s)
- I think it's good to use what's available. Reducing something seems difficult. (Female, 40s)

**Those who responded "review of individual lifestyles":**
- Because if individuals are careful, the whole will improve. (Male, 20s)
- No matter how hard companies try, it's meaningless without individuals' values and actions. (Female, 30s)
- It leads to realization by our persistent awareness and activities. (Male, 30s)

**Those who responded "promotion of energy saving":**
- Because reducing energy reduces the burden on the environment. (Male, 30s)
- Because it's important to start by reducing. (Female, 30s)
- I want to reduce the burden on the earth by using things without waste. (Female, 40s)

**Those who responded "promotion of waste reduction/recycling":**
- Because a lot of paper and food waste are generated every day. (Female, 20s)
- Because it's the easiest thing to tackle
