NEDO Revises and Publishes 'NEDO R&D Management Guidelines'

NEDO has revised its "NEDO R&D Management Guidelines" to systematize project management activities into four phases and clarify its focus on practical application and commercialization. The guidelines, released today, June 3, 2026, are based on the philosophy of "Towards Evolving Project Management" and demonstrate the mindset and policies behind how NEDO manages R&D projects.

Through these guidelines, NEDO aims to further advance its project management and ensure that companies and universities participating in NEDO projects can leverage NEDO more effectively.

1. Overview
NEDO has developed these guidelines as a fundamental tool to continuously accumulate management know-how and improve its capabilities. Positioned as a "compass" showing how NEDO should advance projects and under what philosophy, these guidelines are used within NEDO to foster a common consciousness.

Following the philosophy set out in "Towards Evolving Project Management" on February 19, 2026, these guidelines have been significantly revised. While primarily intended as a compass for NEDO staff, they are now publicly available to serve as a reference for project promotion and to communicate NEDO's management philosophy to participating entities.

2. Key Points of the Revision
(1) Systematizing Project Management into Four Phases
Project management activities are now organized into four phases: "1. Planning," "2. Public Call and Contracting," "3. Project Operation," and "4. Post-Project Response." Furthermore, each phase distinguishes between "foundational activities" and "advanced activities" where staff can exercise creativity. This structure enables NEDO staff to engage in management with flexibility and autonomy.

(2) Clarifying Management Philosophy Toward 'Practical Application and Commercialization'
Based on "Towards Evolving Project Management," connecting research results to practical application and commercialization has been positioned as the central objective. In particular, the guidelines introduce a "process consultation" approach, where NEDO staff support participants in deepening their own thinking and finding solutions through "listening" and "asking questions," thereby strengthening NEDO's capacity for hands-on support.
