[Monthly Parking Lot Illicit Parking Survey 2026] Feature Article: https://www.park-direct.jp/articles/37

Neally Inc. (Headquarters: Chuo-ku, Tokyo), which operates "Park Direct" (https://www.park-direct.jp), the No. 1 Operating System for the Mobility domain (Mobility OS) in the industry (*1), conducted a survey on the actual state of illicit parking in monthly parking lots.

An analysis of 16,000 reports revealed that approximately 80% (79.8%) of the reports received were due to illicit parking by "external vehicles (third parties not under contract)," not due to carelessness by contract holders. Furthermore, 37.9% of the total were repeat reports occurring in the same parking lot, highlighting that "illicit parking on private property" is a deep-rooted structural social issue.

In response, Park Direct has released a new function that allows for the immediate completion of illicit parking reports and automatic guidance to alternative parking spaces via the My Page, 24 hours a day, 365 days a year. This function automatically resolves issues without burdening management companies or owners, dramatically improving user convenience.

Neally will continue to propose solutions using technology for the social issues revealed through this survey.

Survey Summary

79.8% of illicit parking is by "external vehicles." "Parking in the wrong space" by contract holders accounts for only 20.2%.

The prefectures with the lowest incidence of illicit parking were Yamanashi Prefecture, followed by Nagasaki, Gifu, and Yamaguchi Prefectures.

Parking lots with adjacent coin parking tend to have 2.8 times higher incidence of illicit parking compared to monthly parking lots alone.

Locations with frequent illicit parking have a monthly parking lot cancellation rate significantly exceeding the overall average, at over 25%. In some cases, it was found to be as high as 61.5%, hindering tenant retention.

Survey Topics (Detailed Data)

1 [Cause] Not "carelessness" by contract holders. Approximately 80% is "illicit parking by third parties"

When classifying the causes of reported troubles, "parking in the wrong space" by contract holders or other monthly contract holders accounted for only 20.2%, with approximately 80% being "illicit parking by external vehicles" where third parties park without permission. Furthermore, 37.9% of the total were repeat reports, indicating a structural problem where the same location is repeatedly victimized.

2 [Parking Lot Type] Parking lots "adjacent to coin parking" have 2.8 times higher incidence of trouble

Comparing the incidence rate per 100 vehicles by parking lot type, monthly parking lots alone had a rate of 4.15%, while properties adjacent to coin parking recorded an incidence rate of 11.53%, which is "2.8 times" higher. This quantitatively supports the unique challenge of adjacent facilities, where "outsiders intending to park in coin parking mistakenly park in monthly spaces due to difficulty in distinguishing them."

3 [Impact on Parking Lot Management] Locations with frequent illicit parking show "poor tenant retention"

An analysis of the top 20 locations with frequent illicit parking revealed that approximately half of these locations had a cancellation rate exceeding 25%. This suggests a direct negative impact on parking lot management revenue, as frequent encounters with illicit parking diminish the value of the tenant experience, leading to cancellations.

4 [Regionality] Announcement of "Ranking of Prefectures with Low Frequency of Illicit Parking"

An analysis of illicit parking data from monthly parking lots nationwide was conducted, and a ranking of prefectures with low frequency of illicit parking was announced based on the "number of illicit parking incidents per 100 spaces."

The survey results showed Yamanashi, Nagasaki, and Gifu Prefectures ranking high. On the other hand, illicit parking occurs not only in urban areas but also in various locations nationwide, including regional cities, revealing it to be a challenge that requires countermeasures regardless of the region.

Survey Overview

Survey Title: Survey on the Actual State of Illicit Parking in Monthly Parking Lots

Survey Period: May 2024 - March 2026 (23 months)

Target Survey: Park Direct operational data (statistical stratified sampling analysis of a total of 16,229 reports)

Survey Method: System data analysis (This ranking was calculated based on the "observed rate of illicit parking per 100 vehicles" to exclude the influence of differences in public parking lot numbers in each prefecture. Furthermore, rigorous data processing using the "Wilson score confidence interval (95% confidence interval)" was performed to correct for statistical bias (compressing the margin of error to ±0.5pt or less).)

Area: All 47 prefectures nationwide

New Feature Release: Complete Automation of Illicit Parking Response by Park Direct

Park Direct's Customer Success team has always provided prompt responses from reporting to resolution. However, in serious cases requiring more than a week for resolution, physical measures such as police cooperation and the placement of traffic cones on-site were necessary, placing a significant burden on management companies.

With the new function, the most requested action on-site, "securing a temporary alternative space (vacant space)," is automatically completed within the system via the My Page. This mechanism allows for "immediate resolution" of sudden troubles without involving management companies, enabling immediate completion of illicit parking reports and guidance to alternative spaces on the My Page.

This function provides 24/7 automatic and real-time support through technology for serious troubles where contract holders cannot park in their designated spaces.

【Features】

1 Immediate Reporting from My Page, 24/7

When a trouble occurs, contract holders can immediately report it by clicking the "Report Illicit Parking" button on their My Page, regardless of the time of day. The reporting screen displays a layout map to reconfirm their contracted space, preventing erroneous reports due to parking in the wrong space. The function also allows for uploading images of the illicitly parked vehicle on the spot, enabling prompt and accurate situation assessment based on objective evidence.

2 Automatic Guidance to "Temporary Evacuation" to Vacant Spaces

Upon receiving a report, the system searches for vacant spaces within the parking lot in real-time. If a space is available, it is "temporarily reserved" for 48 hours and immediately provided as an evacuation destination. This significantly reduces the psychological burden by clearly presenting the next action without leaving users isolated during a crisis.

3 Automatic Warning to Illicitly Parked Vehicles (for Park Direct Contracted Vehicles)

If the license plate information of the reported vehicle matches the database, the system immediately identifies the corresponding contract holder and automatically sends an email notifying them of the "incorrect parking." A control function limits notifications to a maximum of once within 24 hours to prevent repeated excessive contact, thereby encouraging voluntary vehicle relocation while preventing trouble between users due to excessive communication.
