Nankai Electric Railway Co., Ltd. (President and Representative Director: Nobuyuki Okajima; hereinafter "Nankai Electric Railway"), Osakasayama City (Mayor: Teruhito Furukawa), and Tondabayashi City (Mayor: Yoshimi Yoshimura) have been advancing studies on specific project methods and other details to realize the "Urban Development Study Report Centered on Kongo Station," which was compiled by the three parties in April 2025.
The three parties have now agreed to jointly promote the Kongo Station area redevelopment project through a public-private partnership and concluded the "Basic Agreement on the Kongo Station Area Redevelopment Project" (hereinafter the "Agreement") on March 30, 2026.
1. Overview of the Kongo Station Area Redevelopment Project
With the conclusion of the Agreement, the three parties will now begin full-scale planning and statutory procedures for the integrated redevelopment of the area around Kongo Station. This includes the Type 1 Urban Redevelopment Project for the Kongo Station area, the development of the Kongo Station Front Traffic Plaza (East) as a city-planned road, the modernization of related parking and bicycle storage facilities, and the renovation and aesthetic improvement of the station building and parts of the west side of Kongo Station to improve accessibility between the east and west sides of the station.
Regarding the implementation of the Kongo Station area redevelopment project, the parties will begin statutory procedures related to city planning and construction design from fiscal year 2026 onwards. Following this, they will advance various aspects of the project, aiming for a full renewal within fiscal year 2033. (The commercial facility portion is aimed for opening within fiscal year 2031.)

2. Overview of Urban Development Centered on Kongo Station
① Background and Issues of Urban Development
Kongo Station is located within the Osakasayama City area, adjacent to the administrative boundary between Osakasayama City and Tondabayashi City. It is a limited express stop and, as of March 2024, is the 12th busiest station among Nankai Electric Railway's 105 stations. As a gateway for both cities, the station's front traffic plaza features bus stops serving various directions; the east exit serves the Kongo New Town and Kongo-Higashi New Town areas, while the west exit serves the Sayama New Town and Senboku New Town (Sakai City, Izumigaoka Station area) areas, making it an important transportation hub in southern Osaka.
However, the average daily number of passengers at Kongo Station has been on a downward trend since its peak in 1995. With the anticipated impact of future population decline and the aging society with a low birthrate, it is expected that the number of passengers will continue to decrease. There has been concern that, left as is, the area's potential as a suburban hub would decline, and the overall appeal of the town would diminish.
② Future Image of Urban Development
To resolve the aforementioned issues and improve the value of the area, the three parties have set the future image of urban development as: "An attractive place to gather, a hub of spreading vitality: A center for living, interaction, and transportation in southern Osaka."
By redeveloping the traffic plaza and increasing parking capacity, the parties aim to improve transportation hub functions. Furthermore, by expanding commercial functions and creating spaces for interaction, the area will become an attractive and essential place for daily life. The goal is for the vitality and interaction created by people visiting the area as a destination to spread from this center, making it a region that people want to "live in" and "visit."
③ Direction of Urban Development
The parties will realize the envisioned future image of urban development based on three directions: "Creating an attractive station-front space as the core of the town," "Enhancing functions as a wide-area public transportation network hub," and "Promoting initiatives to maintain and sustain a high-quality station-town space."
