Nankai Electric Railway Co., Ltd. (President: Nobuyuki Okajima, hereinafter "Nankai Electric Railway"), Osaka Sayama City (Mayor: Teruto Furukawa), and Tondabayashi City (Mayor: Yoshimi Yoshimura) have been advancing discussions on specific project methods towards the realization of the "Report on Town Development Study Centered on Kongō Station" compiled by the three parties in April 2025 (Reiwa 7). The three parties have now agreed to jointly promote the Kongō Station Area Redevelopment Project through public-private cooperation and have signed the "Basic Agreement on the Kongō Station Area Redevelopment Project" (hereinafter referred to as the "Agreement") on March 30, 2026 (Reiwa 8). 1. Overview of the Kongō Station Area Redevelopment Project With the signing of the Agreement, the three parties will commence full-scale planning and statutory procedures for the integrated redevelopment of the Kongō Station area. This includes the First Class Urban Redevelopment Project in the Kongō Station Area, the urban planning road Kongō Station Front Plaza (East) development project, the renewal of related parking and bicycle parking facilities, and the renovation and beautification of the station building and part of the west side of Kongō Station to improve accessibility between the east and west sides of the station. Regarding the implementation of the Kongō Station Area Redevelopment Project, statutory procedures related to urban planning and construction design will begin in fiscal year 2026 (Reiwa 8) and beyond. Subsequently, various projects will progress, aiming for a full renewal by fiscal year 2033 (Reiwa 15). (The commercial facility portion aims to open by fiscal year 2031 (Reiwa 13).) Overview of Town Development Centered on Kongō Station ① Background and Challenges of Town Development Kongō Station is located within Osaka Sayama City, adjacent to the administrative boundary with Tondabayashi City. It is a limited express stop and ranks as the 12th busiest station among Nankai Electric Railway's 105 stations (as of March 2024, Reiwa 6). The transportation plaza in front of the station serves as the gateway for both cities, with bus stops heading in various directions. The east exit serves routes towards Kongō New Town and Kongō East New Town, while the west exit serves bus routes to Sayama New Town and Senboku New Town (towards Izumigaoka Station in Sakai City). Thus, it is a crucial transportation hub in southern Osaka. However, the average daily boarding and alighting passengers at Kongō Station have been on a declining trend since peaking in 1995 (Reiwa 7). With the anticipated impact of future population decline and an aging society, a decrease in passenger numbers is expected.
