Nankai Electric Railway Co., Ltd. (President & CEO: Nobuyuki Okajima; hereinafter 'Nankai Electric Railway'), Osaka Sayama City (Mayor: Teruhito Furukawa), and Tondabayashi City (Mayor: Yoshimi Yoshimura) have been considering specific business methods to realize the 'Investigation Report on Urban Development Centered on Kongo Station' compiled by the three parties in April 2025 (Reiwa 7).

Recently, the three parties agreed to promote the Kongo Station Area Redevelopment Project jointly between the public and private sectors, and concluded the 'Basic Agreement on the Kongo Station Area Redevelopment Project' (hereinafter 'the Agreement') on March 30, 2026 (Reiwa 8).

1. Overview of the Kongo Station Area Redevelopment Project
With the conclusion of the Agreement, the three parties will begin full-scale planning and statutory procedures to implement a comprehensive redevelopment project around Kongo Station. This includes the Kongo Station Area Type 1 Urban Redevelopment Project, the City Planning Road Kongo Station Front Traffic Plaza (East) Maintenance Project, functional updates of related parking lots and bicycle parking, and renovations and beautification of the station building and part of the west side of Kongo Station to improve access between the east and west sides of the station.

Regarding the implementation of the project, starting from FY2026 (Reiwa 8), we will commence statutory procedures for city planning and construction design, subsequently advancing various projects with the goal of a full renewal during FY2033 (Reiwa 15). (We aim to open the commercial facility portion during FY2031 (Reiwa 13).)

The traffic plaza in front of the station serves as a gateway to both cities with bus stops heading in various directions. It is an essential transportation node in southern Osaka, with route buses departing from the East Exit toward Kongo New Town and Kongo East New Town, and from the West Exit toward Sayama New Town and Senboku New Town (Sakai City Izumigaoka Station area).

However, the average daily passenger volume at Kongo Station has been declining since its peak in 1995 (Heisei 7). It is anticipated that passenger numbers will continue to decrease due to future population decline and an aging society with a low birthrate. There are concerns that, if left unaddressed, the area's potential as a suburban hub and the overall appeal of the town will deteriorate.

In order to solve the above issues and enhance the value of the area, the three parties will...
