Mitsubishi UFJ Research and Consulting to Launch AI Analysis Tool “Gov Sales” for Local Government Sales

Mitsubishi UFJ Research and Consulting (MURC) announced that it will launch “Gov Sales,” an AI analysis tool for corporate sales representatives targeting local governments, on May 13, 2026. The service was jointly developed by MURC’s Social Impact Partnership Division and 2WINS, a University of Tokyo-origin AI startup, using large language model (LLM) technology. Gov Sales is a web service that combines MURC’s proprietary structured database of budget information covering roughly 90% of local governments across Japan with AI technology powered by LLMs. It enables sales representatives to efficiently collect and analyze the information needed for accurate proposal activities, helping them quickly identify which department in which municipality should be approached with what kind of proposal. According to MURC, local governments are facing increasingly complex administrative challenges, including population aging and decline, more severe disasters caused by climate change, and the need for digital transformation. As a result, opportunities for private companies to provide solutions and expertise to municipalities are expanding. At the same time, local government sales have traditionally required reading large volumes of public documents, such as budgets, council minutes, and policy statements, demanding specialized knowledge and significant research time. Gov Sales is designed to address these challenges by reducing dependence on individual expertise and veteran know-how. Its key features include structuring and databasing budget information from about 90% of Japanese municipalities; extracting mayoral and executive responses from council minutes to predict policies and initiatives for the following fiscal year; pinpointing specific budget items relevant to a company’s offerings, such as disaster prevention or DX promotion budgets; comparing policies across municipalities; and generating reports on optimal proposals by municipality and department. The paid web service is intended for corporate representatives conducting sales activities toward local governments. MURC has also obtained a patent for the service’s core technology, a “system for classifying multiple municipal projects” (Patent No. 7742002), which uses AI to automatically analyze unstructured data such as municipal budgets, council records, and policy documents for comparison and analysis. To coincide with the service launch, MURC will exhibit at the 6th Local Government Digital Transformation Expo, held at Tokyo Big Sight from May 13 to May 15, 2026. The company will demonstrate Gov Sales and introduce “Knowledge Ship,” its free regional revitalization database for municipal officials. Knowledge Ship, launched in 2024, allows local government staff to browse budget and policy information from about 1,500 municipalities, as well as national subsidy and grant information, and supports LGWAN.
