Hitachi Systems Launches "srest" for Approximately 400 Supported Municipalities, Building a Foundation for Government Cloud FinOps Promotion

Micronity Inc. (Head Office: Shibuya-ku, Tokyo, Representative Director: Yuichiro Yamazaki, hereinafter referred to as Micronicity) will commence a business partnership with Hitachi Systems, Ltd. (Head Office: Shinagawa-ku, Tokyo, Representative Director, President and CEO: Takehiko Watanabe, hereinafter referred to as Hitachi Systems) from April 2026. Through this partnership, dashboard functions utilizing Micronicity's Government Cloud FinOps tool "srest" will be provided for information solutions, including "ADWORLD," offered by Hitachi Systems.

This will strengthen the initiatives for promoting "Continuous Cost Reduction (FinOps)" in the maintenance and operational support of Government Cloud environments, which are provided to approximately 400 municipalities nationwide (as of March 2026).

◼︎ Background of the Partnership

Municipalities nationwide are entering the final phase of migrating to standard-compliant systems, aiming for "Standardization of Local Government Information Systems" by the end of March 2026. With the migration to Government Cloud nearing completion, new challenges in the operational phase, such as accurately grasping cloud usage fees and managing complex costs, have become apparent.

Hitachi Systems has so far provided support for cost management in shared Government Cloud environments, taking into account the usage conditions and operational requirements of each municipality. Building upon this foundation, they believe that accelerating "Continuous Cost Reduction (FinOps)," as recommended by the Digital Agency, will lead to sustainable system operations for municipalities. The company is strengthening its FinOps promotion system by independently examining cost optimization and introducing "srest," which analyzes and visualizes cloud costs from multiple perspectives.

This business partnership has been established to jointly achieve the common goal of optimizing Government Cloud costs by integrating Hitachi Systems' expertise in service provision for municipalities with "srest"'s technology.

1. Visualization and Understanding of Cost Structure

The "srest" dashboard function will be provided to municipal staff and Hitachi Systems. By centrally managing AWS costs across accounts and enabling daily cost breakdown, the current cost structure will be accurately visualized. This will allow municipal employees to directly view projected billing amounts, which were previously confirmed through Hitachi Systems, thereby reducing administrative burden.

2. Support for Cost Reduction Planning

Utilizing the analysis data from "srest," Hitachi Systems will offer a cost optimization support menu that assists from proposing optimal cost reduction measures tailored to each municipality's actual usage to their execution. This will promote continuous and effective cost optimization. Furthermore, by supporting the implementation of these measures in the actual environment, Hitachi Systems will achieve cost reductions that are not just theoretical but practically effective.
