Trial Introduction of Startup Technologies! ~Call for Business Proposals to the Tokyo Metropolitan Government~

The Tokyo Metropolitan Government is promoting collaboration with startups that contribute to solving social and administrative issues, accelerating these initiatives under the updated startup strategy "Global Innovation Strategy 2.0 STARTUP & SCALEUP," which was revised in November, Reiwa 7 (2025). As part of this, we are implementing the "Business Proposal System by Startups", which aims to solve various metropolitan issues by accepting free proposals that utilize the technologies and ideas of startups.

We are pleased to announce the start of this fiscal year's initiatives, with the maximum amount for trial introductions expanded from 1 million yen to 2 million yen, as detailed below.

1 System Overview

The "Business Proposal System by Startups" is a mechanism that solicits proposals from startups working to solve social issues, utilizing their own technologies and products for metropolitan administration. It then deepens understanding of these issues through dialogue with various metropolitan government departments, and aims to materialize proposals through trial introductions and other means.

Corporations less than 10 years old at the time of proposal

4 Recruitment Fields

(1) Free Proposal Type

We are seeking free proposals that contribute to identifying and solving issues within the metropolitan government.

(2) Theme-based Proposal Type

We are seeking proposals based on each of the metropolitan government issues set out below.

Support for marriage, pregnancy, childbirth, and child-rearing

Nurturing global talent

Realization of a long-lived society

Promotion of women's empowerment

Promotion of barrier-free environments

Entrepreneurship, startup creation, and innovation

Realization of a city full of charm

Disaster prevention measures

Realization of a decarbonized society, heat countermeasures

Promotion of society's digital shift

5 How to Propose / System Details

Proposals are accepted at any time via the application form.

*However, proposals for this fiscal year will be accepted until Sunday, January 31, Reiwa 9 (2027).

Proposals received after February Reiwa 9 (2027) will only be accepted as proposals (or preliminary proposals) if the budget for the next fiscal year is secured.
