Industry First: Green Site Begins Integration with CCUS Skill Levels

MCD3 Co., Ltd. (Shibuya-ku, Tokyo; President: Masao Iida; hereinafter "the Company") will begin linking skill level information registered in the Construction Career Up System (CCUS) (*1), operated by the Construction Industry Promotion Fund (Minato-ku, Tokyo; President: Satoru Taniwaki), within its labor safety document creation and management service for the construction industry, "Green Site," starting in early June 2026. Through this industry-first initiative, prime contractors will be able to grasp the abilities of each skilled worker based on objective data registered in CCUS. Through this initiative, the Company will support the realization of appropriate evaluation and treatment improvement of skilled workers, and contribute to solving the talent acquisition and development challenges faced by the construction industry.

## Background of Development

In the construction industry, addressing the issue of future labor shortages requires an urgent need to secure and develop talent by improving wage levels for skilled workers and clarifying career paths. The Ministry of Land, Infrastructure, Transport and Tourism is strongly promoting the utilization of CCUS to achieve fair evaluation and treatment improvement according to skills and experience.

Traditionally, for prime contractors to ascertain the CCUS skill levels of skilled workers, individual confirmation with the workers themselves or their affiliated companies was necessary, requiring a great deal of time and effort. Under these circumstances, following the release of an API (*2) by the Construction Industry Promotion Fund that allows private services to utilize CCUS data, prime contractors have expressed strong expectations for data utilization of CCUS on Green Site.

Responding to this demand, the Company will utilize the Green Site platform, which has a track record of use by over 120,000 companies (*3), to pioneer the acquisition of CCUS skill level information in the industry. By utilizing reliable data acquired from CCUS, we provide a highly reliable solution that supports the improvement of workers' treatment and the operational efficiency of prime contractors.

## Overview of the Mechanism

This mechanism automatically imports skill level information (Levels 1 to 4) registered in CCUS into Green Site. It periodically acquires CCUS skill level information and automatically reflects updates (promotions) in skill levels. As a result, skill level information, which previously had to rely on self-reporting, can be utilized as objective and accurate information.

- **Radical Reduction of Effort in Collecting and Searching for Skill Level Information**
Because Green Site directly acquires skill level information from CCUS, the hassle of requesting information submission and verifying contents from the skilled workers themselves or their affiliated companies becomes unnecessary. Additionally, since it is possible to search for skilled workers specifying their CCUS skill level on Green Site, prime contractors can quickly find workers of specific levels and utilize this for considering appropriate personnel placement.

- **Streamlining Allowance Calculations According to Skill Levels**
The "Skill Map Site," which streamlines the operational management of proprietary qualifications, supports incentive systems established independently by prime contractors for skilled workers. In the function that aggregates the work records of target qualification holders and calculates allowances, CCUS skill levels can be set as a condition, enabling the automation and streamlining of allowance calculations combining workers' levels and work records.

- **Improving Engagement Through Incentive Measures for Skilled Workers**
In the smartphone app "My Green Site" (*4) for skilled workers, prime contractors can send digital gifts based on work records corresponding to CCUS skill levels as an incentive measure for skilled workers. Implementing incentive measures according to CCUS skill levels supports the improvement of workers' engagement at the site.
