Luup Releases 'Learning Content' for Bicycle Traffic Rules in Response to the New 'Blue Ticket' System

Luup, Inc. (Headquarters: Shinagawa-ku, Tokyo; CEO: Daiki Okai; hereinafter 'Luup') provides the micro-mobility sharing service 'LUUP,' with a fleet consisting of approximately half electric assist bicycles and half electric kickboards. In response to the introduction of the 'blue ticket' system for bicycles starting in April 2026, the company released 'Learning Content' (https://lp.luup.sc/safe-academy) on March 16 (Monday) to help users learn traffic rules online.

According to preliminary data from the tests taken within the learning content about two weeks after its release, the question with the lowest correct answer rate was regarding 'fines for using a smartphone while riding.' The next lowest were questions about 'dangers predicted when overtaking a parked car from the right' and 'the age of drivers subject to the blue ticket system.' Furthermore, questions regarding serious violations, such as 'how drunk driving is handled,' had a correct answer rate of only about 70%, revealing insufficient awareness.

Luup believes that a 'lack of understanding of traffic rules' is a cause of accidents and violations, and will continue to promote the use of this content as an opportunity for all traffic participants to relearn traffic rules.

Additionally, as a measure against drunk driving, Luup conducts alcohol tests before riding electric assist bicycles at LUUP ports. If alcohol is detected, the user cannot start the ride. Luup is the world's first (※) mobility sharing operator to implement pre-ride alcohol testing for general users.

About the 'Learning Content' for Bicycle Traffic Rules This content explains the background of the introduction of the bicycle blue ticket system, specific changes, details of violations, and actual accident cases in an easy-to-understand manner. The test is designed to encourage a deep understanding of traffic rules through illustrations and explanations, rather than just rote memorization.

After completing the test, users receive one of five levels of traffic rule understanding based on their score, which can be shared on social media. The test can be retaken as many times as needed, providing an opportunity to repeatedly learn and master the correct traffic rules.
