Luup, Inc. (Headquarters: Shinagawa-ku, Tokyo; CEO: Daiki Okai; hereinafter 'Luup'), which provides the micromobility sharing service 'LUUP' with a fleet split roughly half-and-half between e-assist bicycles and e-scooters, has made its 'Learning Content' (https://lp.luup.sc/safe-academy) for online traffic rule education publicly available on Monday, March 16th. This is in response to the introduction of the 'blue ticket' system for bicycles starting April 2026.

According to preliminary data from the first two weeks after the release of the in-content test, the question with the lowest correct answer rate was regarding the fine for 'nagara-sumaho' (using a smartphone while operating a vehicle). The next lowest were questions about the predicted danger when overtaking a parked car from the right, and the age of drivers subject to the blue ticket system. Furthermore, even for serious violations like 'driving under the influence,' the correct answer rate was only about 70%, revealing insufficient awareness.

Luup believes that a 'lack of understanding of traffic rules' is a contributing factor to accidents and violations. The company will continue to promote the use of this content as an opportunity for all traffic participants to relearn traffic rules.

Additionally, as a measure against drunk driving, Luup conducts alcohol tests at LUUP ports even before riding e-assist bicycles. If alcohol is detected, the user cannot start the ride. Luup is the world's first mobility sharing operator to implement pre-ride alcohol testing (*).

About the 'Learning Content' for Bicycle Traffic Rules

This content provides easy-to-understand explanations on the background of the bicycle blue ticket introduction, specific changes, details of violations, and actual accident case studies. The test adopts a format that encourages a deep understanding of traffic rules through illustrations and explanations, rather than mere memorization.

After completing the test, users are awarded one of five proficiency level titles based on their score, and results can be shared on social media. The test can be retaken any number of times, providing an opportunity to repeatedly learn and master the correct traffic rules.

While LUUP also offers e-assist bicycles, Luup will promote this content not only for LUUP users but also to improve traffic rule compliance and understanding throughout society. Through this, Luup aims to prevent unintentional violations and accidents, contributing to the safety of oneself and those around.
