LTS Co., Ltd. (Headquarters: Minato-ku, Tokyo; President and CEO: Hiroaki Kabashima; hereinafter referred to as LTS) is pleased to announce the completion of the Shizuoka Prefecture's "FY2025 Problem-Solving DX Practice Training (PBL) *" in March. From July 2025 to March 2026, as part of Shizuoka Prefecture's "DX Promotion Leader" development program, we operated six workshops for 18 junior and mid-career staff members, focusing on themes such as business analysis, problem structuring, and improvement plan development, and provided hands-on support for participants' transformation project implementation.

This training aimed to develop transformation promotion personnel with a view to the role of "Business Architect *" within the "Digital Skill Standard (DSS)" established by the Ministry of Economy, Trade and Industry and the Information-technology Promotion Agency, Japan, thereby fostering practical transformation skills and self-reliance.

LTS has previously provided consulting for the development of Business Architects/Business Analysts and personnel definition primarily for major domestic companies. This initiative marks our first full-scale effort in developing Business Architects/Business Analysts for local governments. Moving forward, we will continue to promote activities to embed business transformation expertise within organizations for a wider range of companies and organizations.

* PBL: Project Based Learning

* Business Architect: A role that collaborates with business leaders to break down strategies into executable business structures, maintaining consistency across strategy, business structure, and projects, while supporting each project. In the "Digital Skill Standard (DSS)" formulated by the Ministry of Economy, Trade and Industry, it is defined as a role and skill for personnel who promote DX/transformation in response to rapid technological advancements such as generative AI.

Overview of Problem-Solving DX Practice Training based on "Digital Skill Standard"

In Shizuoka Prefecture's "Digital Human Resource Development and Acquisition Policy," DX Promotion Leaders are expected to collaborate with general administrative staff and highly specialized personnel, acting as a core to coordinate practical work when seeking solutions to issues using digital technology. Skills in "Project Management" and "Service Design/BPR (Business Process Re-engineering)" are particularly required more strongly than other roles.

Based on Shizuoka Prefecture's policy, LTS aimed to improve the target skills. To further clarify the training effectiveness, we proposed a PBL training program that enables practical skill acquisition, referencing the "Digital Skill Standard," with the goal of improving skills as transformation promotion personnel/Business Architects. The PBL workshops included: 1. Skill Acquisition, 2. Business Visualization, 3. Business Analysis, 4. Plan Formulation, 5. Breakthroughing Transformation Barriers, and 6. Outcome Presentation. Concurrently, we provided hands-on support for planning and executing business improvement plans, thereby strengthening transformation implementation capabilities and self-reliance. We also conducted cross-cutting management, consultation, and information gathering, and based on the success experiences gained by participants through this project, we proposed a "model" for nurturing personnel who practice DX in Shizuoka Prefecture.

Shizuoka Prefecture "DX Promotion Leader" Development Support Background

Shizuoka Prefecture launched the Digital Strategy Promotion Headquarters in April 2021 and formulated the "Fuji-no-kuni DX Promotion Plan" in March 2022. In response, LTS has been commissioned by Shizuoka Prefecture to provide a Digital Specialist Training Program (FY2022) and DX Promotion Leader Training Programs (FY2023, FY2024). This training is aimed at nurturing personnel who can practice DX in their actual work, based on the knowledge and theories gained from such input-type training.

Developing transformation promotion personnel/Business Architects and acquiring organizational business agility/transformation execution capabilities is one of LTS's core service areas. For this training, Masaki Yamamoto, Senior Managing Executive Officer and CSO of LTS, who is a leading expert in Business Architects in Japan, participated as an advisor and instructor.
