LTS Co., Ltd. (Headquarters: Minato-ku, Tokyo; Representative Director and President: Hiroaki Kabashima; hereinafter "LTS") announced that it has completed the "FY2025 Shizuoka Prefecture Official Problem-Solving DX Practical Training (PBL)*," which it was commissioned to conduct, in March. From July 2025 to March 2026, as part of Shizuoka Prefecture's "DX Promotion Leader" development program, LTS operated six workshops for 18 young and mid-career officials on themes such as business analysis, problem structuring, and improvement plan formulation, and provided accompanying support for participants' transformation project implementation.
This training aimed to develop transformation promotion personnel who can acquire practical transformation skills and self-driving capabilities, with a focus on the role of "Business Architect*" as defined by the "Digital Skill Standards (DSS)" formulated by the Ministry of Economy, Trade and Industry and the Information-technology Promotion Agency.
Until now, LTS has primarily provided consulting for the development of business architects/business analysts and talent definition to major domestic companies. This initiative marks the first full-scale effort for local governments to develop business architects/business analysts. Going forward, LTS will further promote activities to embed business transformation expertise within more companies and organizations.
*PBL: Project Based Learning, problem-solving learning
*Business Architect: A role that collaborates with business owners to translate strategies into executable business structures, maintaining consistency across strategies, business structures, and projects, while supporting individual projects. In the "Digital Skill Standards (DSS)" formulated by the Ministry of Economy, Trade and Industry, it is defined as a role and skill for personnel who promote DX/transformation in response to rapid technological advancements such as generative AI.
■ Overview of Problem-Solving DX Practical Training Based on "Digital Skill Standards"
Shizuoka Prefecture's "Digital Human Resource Development and Securing Policy" expects DX promotion leaders to play a central role in coordinating practical work when utilizing digital technology to solve problems, in collaboration with general administrative staff and highly specialized personnel. In particular, skills in "project management" and "service design/BPR (Business Process Re-engineering)" are more strongly required than other roles.
Based on Shizuoka Prefecture's policy, LTS aimed to improve the target skills and, to clarify the effectiveness of the development, proposed a PBL training program that enables effective and practical skill acquisition as transformation promotion personnel/business architects, referencing the "Digital Skill Standards."
As PBL workshops, LTS operated: ① Skill acquisition, ② Business visualization, ③ Business analysis, ④ Plan formulation, ⑤ Overcoming transformation barriers, and ⑥ Outcome presentation. In parallel, LTS provided accompanying support for the formulation and execution of business improvement plans, strengthening participants' transformation execution capabilities and self-driving skills. LTS also conducted cross-sectional management, consultation, and information gathering, and based on the success stories gained by participants through this project, proposed a "model" for human resource development that practices DX in Shizuoka Prefecture.
■ Background of Shizuoka Prefecture "DX Promotion Leader" Development Support
Shizuoka Prefecture established the Digital Strategy Promotion Headquarters in April 2021 and formulated the "Fujinokuni DX Promotion Plan" in March 2022. In response, LTS was commissioned by Shizuoka Prefecture to conduct digital specialized human resource development courses (FY2022) and DX promotion leader development courses (FY2023, FY2024). This training aimed to develop personnel who can practice DX in actual work, based on the knowledge and theories gained from these input-type training programs.
