Background of the Project Award

Miyagi Prefectural Government has faced growing challenges related to staff turnover and leave of absence among younger employees amid an increasingly severe labor shortage caused by population decline, necessitating initiatives to secure and retain talent. Additionally, there has been insufficient metrics to assess the effectiveness and organizational impact of ongoing work-style reforms. While management staff—key to driving initiatives at the operational level—have received training opportunities, continuous support to translate that training into daily management practices has remained a challenge.

In response to these challenges, through this project, the Company will help regularly visualize organizational conditions and employee engagement levels, support implementation of data-driven initiatives, and enhance managerial capabilities. The Company's cloud service "Motivation Cloud Engagement" will be utilized for this project.

Results from Pilot Implementation in the Previous Fiscal Year

In the previous fiscal year, a pilot implementation conducted in selected departments successfully visualized organizational conditions through engagement scores and enabled detailed demographic analysis to clearly identify existing challenges. Building on these results, the Company will support follow-up initiatives across all departments based on survey and analysis outcomes, contributing to improved employee engagement and enhanced public services.

About "Motivation Cloud Engagement" Used in This Project

"Motivation Cloud Engagement" is a cloud-based service designed to support improvements in employee engagement. Leveraging one of Japan’s largest databases—accumulated from a total of 14,130 companies and approximately 6.48 million employees (as of March 2026)—the platform visualizes organizational health and supports targeted action planning to boost engagement. The service has been implemented in 25 public-sector organizations, including eight prefectural governments, amassing a database of over 100,000 public employees.
