According to a survey by Teikoku Databank, construction industry bankruptcies in 2025 increased by 6.9% year-on-year to 2,021 cases, marking the first time since 2000 that they have increased for four consecutive years, reaching the highest number in the last 10 years. This is the first time in 12 years since 2013 that the number has exceeded 2,000 cases. Furthermore, "labor shortage bankruptcies," directly caused by a lack of personnel, also increased from 99 cases in the previous year to 113 cases, exceeding 100 cases for the first time in the construction industry.

The background to this is the current situation where the pass-through of cost increases such as soaring personnel expenses, extended construction periods, and rising material prices to contract unit prices is not keeping up. In addition, structural issues such as the aging of skilled workers, the aging of management (the average age of construction company presidents was 60.3 years as of March 2025), and the multi-layered subcontracting structure are also becoming serious.
