Lean on Me Inc. (Headquarters: Takatsuki City, Osaka; CEO: Shunsuke Shimura, hereinafter 'Lean on Me'), a startup company solving social issues through 'Inclu-Tech'*, is pleased to announce the creation of the 'Guidelines for the Prevention of Abuse against Persons with Disabilities' aimed at promoting abuse prevention in disability welfare settings, and has begun providing them free of charge to municipalities and disability welfare facilities nationwide.
This initiative aims to improve the quality of disability welfare services and promote the prevention of abuse across entire communities in collaboration with local governments.
*Inclu-Tech is a coined word combining Inclusion and Technology. At a time of growing interest in the SDGs, it refers to technology that achieves the inclusion of diversity among various social issues.
Background and Purpose of the Initiative In the field of disability welfare, while the importance of conducting abuse prevention training and establishing support systems is increasing, the frontline still faces challenges such as:
- Labor shortages - Variations in knowledge and experience - Difficulty in securing training opportunities
Although training opportunities are provided by local governments and related organizations, there are many voices saying, 'We cannot participate fully' or 'Opportunities for learning are limited due to being overwhelmed by daily tasks.' In such busy work environments, the permeation of effective initiatives has become a significant challenge.
Lean on Me created this material based on the real conditions of the field, drawing from the CEO's own experience working in a disability welfare facility and the perspective of having a family member with a disability. We felt the necessity for practical guidelines that can be utilized within daily operations.
Overview of the 'Abuse Prevention Promotion Guidelines for Persons with Disabilities' These guidelines are designed with an emphasis on 'practicality' so that frontline staff can routinely check them, while remaining aligned with the guidelines of the Ministry of Health, Labour and Welfare.
Main Content - Organization of basic knowledge regarding abuse prevention - Key points to encourage 'awareness' and 'reflection' on the frontline - Presentation of practical perspectives that can be used in daily tasks
By structuring it to be used continuously even in busy environments, it promotes abuse prevention awareness and behavioral change.
Collaboration with Municipalities and Free Provision These guidelines are intended to be distributed to disability welfare facilities under the jurisdiction of municipalities, and the required number of copies will be provided free of charge.
Furthermore, depending on the needs of each municipality, we can accommodate customization tailored to regional characteristics, such as:

Additionally, we will conduct brief surveys to understand the current situation and challenges in each municipality, which will be utilized for future measures and service improvements.

Moving forward, we will expand the use of these guidelines nationwide and promote the spread of 'executable abuse prevention measures' that stay close to the frontline, contributing to the realization of an inclusive society where everyone can live with peace of mind.
About Special Learning This is an online training service targeted at staff engaged in disability welfare services, employees of general companies proactively hiring individuals with disabilities, and employees who interact with customers with disabilities. Users can learn the knowledge required to interact with people with intellectual, developmental, and psychological disabilities through videos. The content was produced in collaboration with the President of the Autism Society, a former Ministry of Health, Labour and Welfare specialist in abuse prevention, and leaders of national research institutions. It is a support tool that prevents inappropriate responses to people with disabilities by allowing individuals to proactively select and learn (watch) the specific knowledge (content) they need when they encounter difficulties in daily support.
