On March 25, the government solidified its policy to form a provisional budget in preparation for the event that the FY2026 budget bill might not be passed within the fiscal year. To understand how the move towards forming a provisional budget is perceived, an online survey was conducted on March 24 and 25, targeting 1,000 eligible voters aged 18 and over nationwide.

Survey Results Summary 50% Say Provisional Budget Should Be Formed and FY2026 Budget Deliberation Continued

The FY2026 budget bill passed the House of Representatives on March 13. According to constitutional provisions, if it is not voted on by the House of Councillors by April 11, it will automatically become law. While the government aims for the FY2026 budget bill to be passed within the fiscal year, opposition parties are demanding sufficient deliberation time. In this situation, the government has indicated its policy to proceed with the formation of an 11-day provisional budget in preparation for unforeseen circumstances. "A provisional budget should be formed, and deliberation on the FY2026 budget bill should continue until April 11 at the latest" accounted for 50.4%, while "Deliberation on the FY2026 budget bill should be concluded by March 31, and it should be passed within the fiscal year" was 30.1%. "Don't know" was 19.5%.

40% Believe Parliamentary Deliberation Will Not Be Enhanced Even with Provisional Budget

Forming a provisional budget secures time to deliberate on the FY2026 budget bill until April 11 at the latest. Regarding whether this would enhance parliamentary deliberation, 43.7% responded "I don't think it will be enhanced," surpassing the 33.9% who responded "I think it will be enhanced." "Don't know" was 22.4%.
