## Background of Development

Recently, the non-life insurance industry has seen a series of scandals, including fraudulent insurance claims by a major used car dealership and price-fixing (cartel) of corporate insurance by major non-life insurance companies. In response, the Financial Services Agency has demanded drastic systemic improvements from insurance companies and agencies, and a revision of the 'Insurance Business Act' is scheduled for June 2026, the first in about 10 years.

The following responses have become essential as main points of revision:
- **Strengthening rules for comparative recommended sales:** Prohibition of 'improper guidance' to specific insurance companies not based on customer intentions, and clear explanation and recording of comparison and recommendation reasons.
- **Thorough understanding of intentions and evidence storage:** 'Transparency of the solicitation process' to show how a product was selected, and long-term storage of its evidence.
- **System development for part-time agencies:** Establishment of a monitoring system to prevent the main business, such as car sales, from unduly influencing insurance solicitation.

This development is planned as a PoC to proactively address the above industry trends, while also utilizing practical knowledge from the Nissan sphere. We are exchanging opinions with Nissan Financial Services Co., Ltd., which handles the financial business of the Nissan Group, from the perspective of practical work at car dealerships and compliance response. Our company plans to provide a tool with the following functions by leveraging the expertise of our proprietary solutions, 'Kono Hoken! White Label' and 'Kono Hoken! PRO'. In this PoC, we are developing feature 1, which is in high demand from the field.
