According to the Ministry of Education, Culture, Sports, Science and Technology's announcement* in November 2025, 53.6% of entrants to national, public, and private universities in 2024 were admitted through comprehensive and school recommendation-based selections, a trend that continues to expand annually. These selections are characterized by multifaceted evaluations, including essays, interviews, practical skills tests, academic exams, and qualification/certification results.
