This session will explain the revised Personal Information Protection Law, which will be amended in this year's ordinary Diet session as part of the so-called "triennial review." The highlight of this revision is the relaxation of consent principles regarding third-party provision and the acquisition of sensitive personal information, conditional on its use for statistical information and AI development. Depending on how it's used, this could be a powerful tool to significantly advance data utilization. On the other hand, some regulations will be strengthened. Regulations concerning children's personal information and facial recognition data will be enhanced. In terms of law enforcement, surcharges, which have been debated for a long time, will be introduced. In addition to these key points of the revision, I will also discuss how to interpret and respond to these amendments.

Explanations of legal revisions can be very difficult to understand without knowing the original rules, i.e., what the current law was like. Therefore, for the parts that are being revised, I will explain the current law and then clearly discuss how it will be amended.
