General Incorporated Association Takeshiba Area Management (Location: Minato-ku, Tokyo, Representative Director: Minoru Hirachi, hereinafter "Takeshiba Area Management") and General Incorporated Association Takeshiba Town Design (Location: Minato-ku, Tokyo, Representative Director: Tomoko Onuma, hereinafter "Takeshiba Town Design") announce that they have commenced trial implementation of DX (Digital Transformation) for pier management and operation in collaboration with TFHD digital Inc. (Headquarters: Shibuya-ku, Tokyo, Representative Director: Takayuki Kanehisa, hereinafter "TFHD digital") to further revitalize the Takeshiba waterfront. Simultaneously, in cooperation with Tokyu Fudosan Corporation (Headquarters: Shibuya-ku, Tokyo, Representative Director and President: Tatsuaki Tanaka, hereinafter "Tokyu Fudosan"), which operates Tokyo Portcity Takeshiba, and East Japan Railway Company (Headquarters: Shibuya-ku, Tokyo, Representative Director and President: Yoichi Kise, hereinafter "JR East"), which operates Waters Takeshiba, they will launch new cruise plans, including night cruises, aimed at further enhancing the appeal of the Takeshiba area and Tokyo Bay.

The Takeshiba pier (in front of Waters Takeshiba), located 6 minutes walk from JR Hamamatsucho Station, has received river occupancy permission from Minato Ward by Takeshiba Area Management, with JR East developing the pier and Takeshiba Town Design managing its operation. Since its opening in 2020, various companies have collaborated on waterfront utilization initiatives to improve the area's value. In March 2024, Takeshiba Area Management and Takeshiba Town Design concluded a cooperation agreement, working together on waterfront urban development. This time, they aim to streamline pier management and operation by utilizing DX to address issues identified over approximately five years of operation, making the pier more accessible for various businesses. Concurrently, by leveraging the saved resources, they will jointly host new continuous cruise plans, proposing new ways to spend time on the waterfront in central Tokyo, especially at night.
1. Overview of this initiative
(1) Improving management and operation efficiency through DX of the pier
The Takeshiba area, while close to the city center, boasts a Tokyo Bay waterfront space, with diverse demands expected for tourism, MICE, and business. The Takeshiba pier has been utilized for various purposes, including regular ferry services and irregular cruises, with the number of pier uses increasing year by year. However, operational aspects such as pier usage applications, berthing adjustments, and communication/information sharing among stakeholders still relied on analog processes, indicating room for improvement in terms of operational burden and user convenience.
Leveraging the DX promotion know-how of TFHD digital, a DX function company of Tokyu Fudosan Holdings Group, they will work to streamline pier management and operation and enhance the waterfront's appeal through digital means. As the first phase, they have begun trial implementation focused on the following to improve the efficiency of administrative and adjustment tasks in pier operation: - Digitization of usage applications (pier usage notification) (application/approval flow, history management) - Centralized management of berthing schedules (expediting adjustments, preventing overlaps, sharing with stakeholders) *Through trial implementation, they will verify operational flows, functional requirements, and organizational structure, and make improvements sequentially.
These efforts will reduce some tasks related to pier usage approval in the Takeshiba area and shorten the flow, promoting the hosting of independent projects utilizing the pier and encouraging other businesses to use the pier.

(2) Launch of cruise plans proposing new ways to spend time in the city center, including night cruises
The Takeshiba pier is within walking distance from multiple lines, including Hamamatsucho Station (JR/Tokyo Monorail), offering excellent accessibility to the city center and airports. Additionally, from the water, Odaiba can be reached in about 20 minutes, making it a highly accessible and entertaining hub where one can enjoy Rainbow Bridge and the Tokyo cityscape.
New cruise plans will be progressively rolled out starting from the Takeshiba pier. With the Tokyo Metropolitan Government planning fountain shows and international cultural arts festivals in the Odaiba area, cruises around Tokyo Bay from Takeshiba and cruises linked with the Tokyo Architecture Festival will be continuously implemented. Furthermore, regarding cruises, initiatives linked with surrounding areas (Hinode/Shibaura areas) will also be carried out as part of the "utilization of regional resources" common theme set by the "Shiba Tokyo Bay Council," a co-creation urban development organization in which Takeshiba Area Management and Takeshiba Town Design participate.
