More than 25 years have passed since the enactment of the PFI Law in 1999 (Heisei 11). Since then, the number of PPP/PFI/concession projects has steadily increased, with over 1,000 projects announced in implementation guidelines (1,154 as of March 31, Reiwa 7). At the same time, various troubles related to PFI projects have also increased, with some cases escalating to contract termination or even litigation.

This seminar will broadly categorize trouble cases where risks shared between public and private sectors have materialized, and conduct detailed examinations of typical cases within each category. The aim is to provide practical insights on understanding common trouble cases in PFI projects and strategic response guidelines for future individual cases.
