### [Lecture Overview]
The water and sewerage business is a municipality-operated infrastructure business essential to citizen life and industry. In recent years, both water supply and sewerage systems have ended their era of development and expansion, and are attempting to transition into an era of sustainability, operation, and renewal. However, challenges are piling up from the perspectives of people (decrease in staff), physical assets (aging infrastructure), and money (declining demand).
Looking at the future development of business management, the promotion of wide-area operation, joint operation, and public-private partnerships (PPP) is being explored as a way forward, with efforts toward wider-area operations progressing in various regions.
Regarding PPPs, six concession models have been introduced primarily in the sewerage business in areas such as Hamamatsu City and Miyagi Prefecture. In June 2023, the government presented "Water PPP" as a new PPP method, creating significant momentum with a goal of 200 introductions in water and sewerage systems over the next 10 years. In addition, the introduction of design-build (DB) for pipelines and comprehensive outsourcing is increasing in various regions. Furthermore, in Akita Prefecture, a model where a public-private joint venture operates the business over a wide area is about to be introduced.
This lecture will explain the systems and current status regarding the management, finance, and operational structure of Japan's water and sewerage businesses, as well as efforts in PPPs and wide-area operations. It will also provide a detailed explanation of expected future movements in wide-area operations and PPPs in the water and sewerage sector.
