[Lecture Overview]

Shizuoka City classifies its municipal forests under the new concepts of "Environmental Forests" and "Circulation Forests," promoting appropriate forest management according to the public interest functions each forest possesses. However, "Environmental Forests" suffer from poor access, lack of logging, and no anticipated income from timber production, leading to a lack of proper forest management.

To address this, Shizuoka City has established a new carbon credit creation mechanism that economically evaluates the public interest functions of forests. By returning the revenue from the sale of these credits to the forest owners, the city promotes proper forest management by the owners themselves, even for environmental forests where traditional forestry is not economically viable.

This seminar will provide a detailed explanation of the new carbon credit creation mechanism and its impact on the expanding carbon credit market.
